特急。纽约叶部长，公超兄机密致陈院长电已转呈关于晤艾帅事总统及院长。请兄注意下列四点。（一）关于我派兵赴韩国事，如经询及请照总统日前与蔡斯谈话之意答复（该项谈话已电顾大使传达）又如询及我可能派遣军队数请兄勿作确定答复，但可询明所希望之数额。（二）我政府认为如欲结束韩战及消灭共党对远东之威胁，美须在韩国加强反攻并约略同时助我在中国东南部发动反攻。（三）美国现时对华军援激活其性质纯为防护的，而军援品之到达亦特别迟缓（美方已应允之军援品一九五一年度者仅到百分之七十，一九五三年度者仅岛百分之三十，本年度者全未到达）。我方切盼能加速援给并增援喷射机。倘美方欲我军反攻大陆或赴韩助战并须根本盖定对华军援计划。（四）如美方询及我反攻大陆所需准备时间，可告以约需六个月至一年，又如询及我反攻计划请告以尚在详细研拟中。王[X]然。亥以条。
