TELEPHONE MESSAGE

to Cde. STALIN

We are sending you a draft of your telegram which Molotov should send to Harriman personally if you approve this draft:

“I have received a telegram from V. M. Molotov that you have instructions to pass me a message of the President personally in connection with the First Session of the Council of Ministers of Foreign Affairs and to discuss some issues with me. I of course will receive you with pleasure as a guest and a friend where I am spending my vacation right now. At the same time I should say that we are not accustomed for the head of government on vacation to make any decision without the participation of his colleagues in the government. In any event, I consider it impossible to state my opinion on the questions involved in the President’s message without familiarization with this message beforehand”.
