to Cde. Stalin,

 

1. In connection with the report of Cde. Kuznetsov, People’s Commissar of the Merchant Fleet, that on 17 October the Cruiser Kirov blew up on a mine in the region of Krasnaya Gorka, we suggest that the Politburo make following decision:

 

Appoint a Government Commission to investigate all the circumstances and reasons for the Cruiser Kirov accident on 17 October, composed of: Marshal Govorov (chairman), Chief of the Main Naval Staff Kucherov, Secretary of the Leningrad Oblast’ Committee Kuznetsov, and Chief of the SMERSH Directorate of the NKVMF [People’s Commissariat of the Navy] Gladkov.

 

2. The Commission is to immediately go to scene and submit the first report about its work to the USSR Council of People’s Commissars by 25 October.

Molotov, Beria, Malenkov, and Mikoyan suggest that the Politburo appoint a government commission to investigate the crash of the cruiser "Kirov" near Krasnaya Gorka in the Leningrad Oblast.
