Ambassador Keuk expressed his regrets that the appeal to reverse the decision to expel had not been heeded. He was nonetheless grateful that the visas had been granted, and he would immediately notify Pyongyang. He blamed ‘individuals at the embassy in Oslo’ for the scandal, and expressed hopes that it would not negatively affect the relationship between our two countries. “The matter is now settled and over.” I submitted a pro memoria expressing my views.
