Memorandum of D. F. Ustinov to L. P. Beria on the Use of German Specialists

В соответствии с Вашим указанием докладываю об использовании немецких специалистов в НИИ-88 министерства вооружения:

Немецкие специалисты прибыли из Германии в НИИ-88 в ноябре 1946 года.

На 1.Х.1951 г. количество работающих специалистов составляет 166[1] человек и 289 членов их семей.

Все иноспециалисты с семьями размещены в филиале № 1 НИИ-88 на острове Городомля озера Селигер, [в] Калининской области.

Перед немецкими специалистами были поставлены, в основном, следующие задачи:

Оказать помощь в воссоздании технической документации и воспроизводстве немецкой трофейной ракеты А-4.

Разработать проекты новых изделий ракетной техники, использовав свой опыт и знания в этой области.

Разработать и изготовить моделирующие установки и различную измерительную аппаратуру но отдельным заданиям НИИ-88.

За время пребывания в НИИ-88 немецкими специалистами проведена следующая работа:

 

В 1947 году

Участие в комплектации и восстановлении технической документации ракеты А-4.

Выполнение отдельных расчетно-теоретических работ по аэродинамике и баллистике. Консультации советских специалистов по ракете А-4 и другим ракетам, разрабатывавшимися в Германии.

Участие в лабораторных и стендовых испытаниях узлов и агрегатов, в монтаже и отладке специального технологического оборудования и аппаратуры, прибывших из Германии (уникальные сварочные портальные машины для хвостовых частей, пульты и аппаратура управления для горизонтальных испытаний ракет и др.), а также в сборке 10 штук ракет А-4, изготовленных из немецких узлов и деталей.

В октябре-ноябре 1947 г. немецкие специалисты принимали участие в проведении летных испытаний А-4 (ФАУ-2) и оказали существенную помощь.

 

В 1948 году

Разработан эскизный проект ракеты Р-10 с дальностью 800 км, с полезным грузом 250 кг и аванпроект ракеты Р-12 с дальностью 2500 км, с полезным грузом 1 тонна.

В указанных проектах предложен ряд новых конструктивных элементов, принципы работы которых проверены на экспериментальных моделях и образцах.

Создан образец моделирующей установки для комплексной отработки ракеты с системой управления.

Разработан ряд измерительных приборов, так, например: датчики уровня топлива в баках ракеты, дифференциальный манометр с предохранительными вентилями, динамометрический датчик тяги, суммирующий гироскоп и прибор для его испытания, различные варианты унформеров и др.

 

В 1949 году

Разработан эскизный проект ракеты Р-14 с дальностью 3000 км, с полезным грузом 3 тонны и аванпроект крылатой ракеты Р-15 с дальностью 3000 км, с полезным грузом 3 тонны, с радиоуправлением.

В этих ракетах даны общие конструктивные схемы ракеты, проведены расчетно-теоретические работы и намечены пути и методы решения отдельных новых вопросов управления (замена газовых рулей изделия Р-14 качающейся камерой сгорания).

Однако вследствие громоздкости конструкций (больших габаритных размеров) и ряда нерешенных проблемных вопросов аэродинамики и стабилизации, подачи компонентов топлива и др. продолжение этих работ оказалось нецелесообразным.

Изготовлены: моделирующая установка МУ-2 и трехплоскостная моделирующая установка МУ-3, которые используются в НИИ-88.

 

В 1950 году

Спроектирована система автономного управления с радиокоррекцией для управления изделиями А-4 (ФАУ-2), изготовлены образцы приборов этой системы. В настоящее время проводятся их испытания на самолете.

Сконструирована и изготовлена усовершенствованная моделирующая установка МУ-4, которая используется в наших работах.

Разработаны трех — и шестикомпонентные аэродинамические весы; трехкомпонентные весы находятся в настоящее время в эксплуатации в филиале № 1 и НИИ-88.

Разработан технический проект альфа-стабилизатора.

 

В 1951 году

Изготовлены и сданы НИИ-88 одноплоскостные моделирующие установки; спроектирована автоматическая регулировка аэродинамических труб, модель которых находится в стадии изготовления.

Проводится отладка шестикомпонентных аэродинамических весов для трубы Т-112 НИИ-88.

Спроектирована и изготовлена различная радиотехническая, аэродинамическая, электрическая аппаратура, а также приспособления для проведения испытаний в условиях вибрации.

 

Заключение

Немецкие специалисты, работавшие в области реактивной техники оказывали значительную помощь при восстановлении и воссоздании немецких конструкций — особенно в первый период времени.

Отдельные их теоретические, проектные и экспериментальные работы были использованы при проектировании отечественных образцов.

Вследствие длительного отрыва от современных достижений науки и техники работа немецких специалистов становится менее эффективной, и в настоящее время, когда создаются принципиально новые, более совершенные образцы изделий, существенной помощи они не оказывают.

In accordance with your instruction I report about the use of German specialists in NII-88 of the Ministry of Armament:

 

The German specialists arrived in NII-88 from Germany in November 1946.

 

As of 1 October 1951 the number of specialists working is 166[1] and 289 of their family members.

 

All the foreign specialists have been housed with [their] families in Branch Nº 1 of NII-88 on the island of Gorodomlia of Lake Seliger in Kalinin Oblast’.

 

The German specialists have been mainly assigned with following tasks:

 

Help in the reconstruction of the technical documentation and the reproduction of the captured Germany A-4 rocket.

 

Develop designs of new models of rocket technology, using their experience and knowledge in this field.

 

Develop and manufacture simulators and various measurement apparatuses per individual tasks of NII-88.

 

The German specialists have done the following work during [their] time in NII-88:

 

in 1947

 

Participation in assembling and restoring the technical documentation for the A-4 rocket.

 

Performing individual theoretical computation work in aerodynamics and ballistics. Consultation with Soviet specialists on the A-4 rocket and other rockets developed in Germany.

 

Participation in laboratory and bench tests of assemblies and units, the installation and adjustment of special technological equipment and apparatuses which have arrived from Germany (unique portal beam welding machines for tail sections, consoles, and a control apparatus for horizontal testing of rockets, etc.), and also in the assembly of 10 A-4 rockets made from German components and parts.

 

In October and November 1947 the German specialists took part in conducting flight testing of the A-4 (FAU-2) and gave considerable help.

 

in 1948

 

A preliminary design of the R-10 rocket with a range of 800 km and a payload of 250 kg was developed and an initial concept [was developed] of the R-12 rocket with a range of 2500 km  with a payload of one ton.

 

A number of new design elements were proposed in these designs, the principles of operation of which have been verified in experimental models.

 

A model of a research simulator was created for integrated processing of the rocket with a control system.

 

A number of sensors have been developed such as, for example: a fuel level sensor in the rocket’s tanks, a differential manometer with safety valves, a dynamometer thrust sensor, a summing gyroscope and an instrument to test it, different versions of dynamometers, etc.

 

in 1949

 

A preliminary design was developed of the R-14 rocket with a range of 3000 km and a payload of three tons and an initial concept of the R-15 aerodynamic missile with a range of 3000 km, a payload of three tons,and radio control.

 

The overall structural diagrams of the rocket are given in these rockets, theoretical computation work was done, and ways and methods were outlined to solve new individual control questions (the replacement of exhaust vanes of article R-14 with a swiveling combustion chamber).

 

However, the continuation of this work seemed inadvisable as a consequence of the unwieldiness of the structures (the large dimensions), and a number of unsolved problems of aerodynamics and stabilization, the propellant feed, and other things.

 

The MU-2 simulator and the three-axis MU-3 simulator, which were used in NII-88, have been manufactured.

 

in 1950

 

A system of automated control with radio correction to control A-4 (FAU-2) articles have been designed, and models of instruments of this system have been manufactured. They are being tested on an aircraft at the present time.

 

An improved MU-4 simulator has been designed and manufactured which is being used in our work.

 

Three- and six-component aerodynamic balances have been developed; the three-component balances are in operation at Branch Nº 1 and NII-88 at the present time.

 

The engineering design of an alpha-stabilizer has been developed.

 

in 1951

 

Single-plane simulators were manufactured and handed over to NII-88; the automatic adjustment of wind tunnels has been designed, a model of which is at the stage of manufacture.

 

The adjustment of six-component aerodynamic balances is being done for the T-112 [wind] tunnels of NII-88.

 

Various radiotechnical, aerodynamic, and electric apparatuses have been designed and manufactured, and also devices for testing in vibration conditions.

 

Conclusion

 

The German specialists who have worked in the field of reactive technology have given considerable aid in restoring and reconstructing the German designs, especially in the first period.

 

Their individual theoretical, design, and experimental work was used in designing Soviet models.

 

As a consequence of the long detachment from modern achievements of science and technology the work of the German specialists is becoming less effective and at the present time they are not giving substantial aid, when principally new, more modern models of items are being created.
