USSR Council of Ministers Decree, 'On the Creation of ‘Object D'

Придавая большое научное и оборонное значение созданию искусственного спутника Земли, Совет Министров Союза ССР ПОСТАНОВЛЯЕТ:

1. Принять предложение Академии наук СССР (тт. Несмеянова, Топчиева, Келдыша), Министерства оборонной промышленности (тт. Устинова, Ветошкина), Министерства радиотехнической промышленности (тт. Калмыкова, Владимирского), Министерства машиностроения (тт. Смелякова, Паршина), Министерства авиационной промышленности (т. Дементьева), Министерства обороны СССР (т. Жукова), Специального комитета Совета Министров СССР (т. Рябикова) и главных конструкторов тт. Королева, Глушко, Рязанского, Пилюгина, Кузнецова, Бармина[2] о создании в 1957-1958 гг. на базе разрабатываемого изделия Р-7 искусственного спутника Земли (объект «Д») весом 1000-14000 кг с аппаратурой для научных исследований весом 200-300 кг.

Срок первого пробного пуска объекта «Д» установить - 1957 год.

2. Считать основной задачей Академии наук СССР разработку с помощью объекта «Д» следующих важнейших научных проблем:

а) по геофизике - исследование гравитационного и магнитного полей и формы земли, изучение ионосферы и ее влияния на прохождение радиоволн и изучение структуры верхних слоев атмосферы;

б) по физическим проблемам - изучение космического излучения и наблюдение эффектов теории относительности;

в) по биологии - выяснение возможности длительного пребывания живых организмов на искусственных спутниках Земли;

г) по астрономии - изучение Солнца, метеоритной опасности и фотографирование земной поверхности.

Поручить Президиуму Академии наук СССР с участием заинтересованных министерств и ведомств разработать и утвердить перспективный план научных проблем, подлежащих изучению с помощью искусственных спутников Земли.

3. Установить, что головными организациями по объекту «Д» являются:

- по общему научному руководству и обеспечению аппаратурой для научных исследований, размещаемой на объекте «Д», -Академия наук СССР;

- по созданию объекта «Д» как специального носителя аппаратуры для научных исследований - Министерство оборонной промышленности;

-по созданию комплекса системы управления объекта «Д», радиотехнической аппаратуры и телеметрических систем - Министерство радиотехнической промышленности;

-по гироскопической стабилизации - Министерство судостроительной промышленности;

- по созданию комплекса наземного, пускового, заправочного, подъемно-транспортного и вспомогательного оборудования - Министерство машиностроения;

- по проведению пуска объекта «Д» -Министерство обороны СССР.

Контроль и координацию работ по объекту «Д» возложить на Специальный комитет Совета Министров СССР.

4. Обязать Академию наук СССР (тт. Несмеянова, Келдыша), Министерство оборонной промышленности (тт. Устинова, Руднева), Министерство обороны СССР (тт. Жукова, Неделина), Министерство строительного и дорожного машиностроения (т. Новоселова), Министерство внутренних дел СССР (т. Дудорова), Министерство радиотехнической промышленности (тт. Калмыкова, Владимирского), Министерство судостроительной промышленности (тт. Носенко, Терентьева), Министерство электротехнической промышленности (тт. Скиданенко, Мещерякова), Министерство авиационной промышленности (тт. Дементьева, Лещенко), Министерство общего машиностроения (тт. Горемыкина, Дятлова), Министерство химической промышленности (тт. Тихомирова, Новикова), Министерство высшего образования СССР (т. Елютина), Министерство машиностроения (тт. Смелякова, Паршина), Министерство приборостроения и средств автоматизации (т. Лесечко), Министерство среднего машиностроения (т. Ванникова), Министерство геологии и охраны недр СССР (т. Антропова), Министерство черной металлургии СССР (т. Шереметьева), Министерство цветной металлургии СССР (т. Ломако), Главное управление гидрометеорологической службы при Совете Министров СССР (т. Евсеенко) и Министерство легкой промышленности СССР (т. Миротворцева):

а) провести научно-исследовательские работы, разработать и изготовить аппаратуру и лабораторное оборудование для научных исследований на объекте «Д» по техническим заданиям Академии наук СССР, согласованным с Министерством оборонной промышленности, в количествах и сроки согласно Приложениям № 1 и 3[3];

б) разработать и изготовить объект «Д», провести научно-исследовательские работы и эскизную проработку объекта «ОД» (ориентированный объект «Д») по техническим заданиям Министерства оборонной промышленности, Министерства обороны СССР и Академии наук СССР в объеме и сроки согласно Приложению № 2.

Принять меры к форсированию работ по изделию Р-7 для обеспечения первого пробного пуска объекта «Д».

5. Поручить Министерству обороны СССР и Академии наук СССР совместно с Министерством оборонной промышленности, Министерством радиотехнической промышленности, Министерством авиационной промышленности и Специальным комитетом Совета Министров СССР рассмотреть вопрос об обеспечении измерительными средствами работ по наблюдению за полетом объекта «Д», по приему сигналов с него, а также по обеспечению средствами наземной связи, с учетом максимального использования измерительных средств, создаваемых для изделий Р-7, «Буря» и «Буран», части радиолокационных средств ПВО, сети наблюдательных пунктов других министерств и ведомств (астрономических, метеорологических, ионосферных станций и др.) и представить до 1 апреля 1956 г. в Совет Министров СССР предложения об организации службы измерений, разработке и изготовлении недостающих средств и проведении других необходимых мероприятий.[4]

6. В целях обеспечения в дальнейшем пусков с наименьшими затратами искусственных спутников Земли для научных исследований, поручить Академии наук СССР совместно с Министерством оборонной промышленности и Министерством обороны СССР рассмотреть возможность создания в период 1956-1958 гг. искусственного спутника Земли малых размеров (объект «МПС») для систематических научных исследований и в двухмесячный срок представить в Совет Министров СССР предложения по этому вопросу.

7. Считая необходимым сохранить строгую секретность работ, проводимых по изделию Р-7, и в целях предотвращения возможности их разглашения в связи с работами по объекту «Д», поручить Комитету государственной безопасности при Совете Министров СССР совместно со Специальным комитетом Совета Министров СССР, Министерством оборонной промышленности, Министерством обороны СССР и Академией наук СССР рассмотреть этот вопрос и принять необходимые меры.

8. В целях наиболее полного использования возможностей объекта «Д» обязать Академию наук СССР (тт. Несмеянова, Топчиева) организовать при Президиуме Академии наук СССР Комиссию по осуществлению научного руководства при создании объекта «Д» во главе с академиком Келдышем и с участием ведущих ученых.

9. Предоставить право главным конструкторам объекта «Д» тт. Королеву, Глушко, Рязанскому, Пилюгину, Кузнецову, Бармину, заместителю Министра обороны СССР по специальному вооружению и реактивной технике т. Неделину и руководителю Комиссии Академии наук СССР по объекту «Д» академику Келдышу по согласованию со Специальным комитетом Совета Министров СССР использовать для объекта «Д», в целях экономии времени и средств, агрегаты, изделия и элементы, создаваемые для других изделий, без ущерба для их обработки.

10. Распространить на работы, связанные с созданием объекта «Д», Положение о премировании за выполнение опытно-конструкторских и научно-исследовательских работ по изделиям «Р», утвержденное Постановлением Совета Министров СССР от 14 февраля 1955 г. № 208-123.[5]

Поручить Специальному комитету Совета Министров СССР, Министерству оборонной промышленности и Академии наук СССР разработать и в 1 квартале 1956 г. представить в Совет Министров СССР предложения по применению указанного Положения для работ, предусмотренных настоящим Постановлением.

11. Установить, что финансирование работ по объекту «Д», включая расходы, связанные с организацией измерений, производится за счет госбюджетных ассигнований по разделу «Б» специальных расходов.

12. Учитывая сжатые сроки создания объекта «Д», предоставить право Министерству оборонной промышленности, Министерству радиотехнической промышленности, Министерству судостроительной промышленности, Министерству машиностроения, Министерству приборостроения и средств автоматизации, Академии наук СССР и другим министерствам и ведомствам по согласованию со Специальным комитетом Совета Министров СССР применять при разработке объектов «Д»:

- премирование работников головных организаций за выполнение оперативных графиков работ по объекту «Д» и изделию Р-7 за счет средств, предусматриваемых в соответствии с Постановлением Совета Министров СССР от 13 февраля 1949 г. № 647-254[6] для премирования за выполнение месячных планов по реактивному вооружению;

- поощрение, действующее по изделию Р-7 для смежных организаций в соответствии с Постановлением Совета Министров СССР от 12 августа 1955 г. № 1503-841.[7]

13. Поручить тт. Келдышу, Королеву, Рязанскому и Котельникову определить и в 2-месячный срок представить Министерству радиотехнической промышленности номенклатуру потребных полупроводников для малогабаритной аппаратуры, предназначенной для установки на объект «Д».

Министерству радиотехнической промышленности с участием Министерства оборонной промышленности и Академии наук СССР в месячный срок рассмотреть указанные предложения по номенклатуре, имея в виду полное удовлетворение потребности в полупроводниках с учетом использования имеющихся образцов и разработки новых.

14. Обязать Министерство радиотехнической промышленности, Министерство электротехнической промышленности и Министерство оборонной промышленности в месячный срок рассмотреть и решить вопрос о разработке и изготовлении аппаратуры для проведения научных исследований на объекте «Д» по предложениям Академии наук СССР.

15. Обязать Академию наук СССР и Министерство оборонной промышленности в месячный срок согласовать и выдать смежным министерствам и ведомствам технические задания на работы, предусмотренные настоящим Постановлением.

16. Учитывая, что создание объекта «Д» является задачей особой государственной важности, обязать Президента Академии наук СССР т. Несмеянова, Министра оборонной промышленности т. Устинова, Министра обороны СССР т. Жукова, Министра радиотехнической промышленности т. Калмыкова, Министра судостроительной промышленности т. Носенко, Министра электротехнической промышленности т. Скиданенко. Министра авиационной промышленности т. Дементьева, Министра общего машиностроения т. Горемыкина, Министра химической промышленности т. Тихомирова, Министра машиностроения т. Смелякова, Министра приборостроения и средств автоматизации т. Лесечко, Министра высшего образования СССР т. Елютина, начальника Главного управления гидрометеорологической службы при Совете Министров СССР т. Золотухина:

а) обратить особое внимание на своевременное и качественное выполнение работ по объекту «Д», взяв под личный контроль все задания, утвержденные настоящим Постановлением;

б) предоставлять один раз в квартал в Совет Министров СССР отчет о ходе выполнения работ, утвержденных настоящим Постановлением.

Attaching great scientific and defense importance to the creation of an artificial Earth satellite the USSR Council of Ministers DECREES:

 

1. Adopt the proposal of the USSR Academy of Sciences (Cdes. Nesmeianov, Topchiev, and Keldysh), the Ministry of the Defense Industry (Cdes. Ustinov and Vetoshkin), the Ministry of the Radiotechnical Industry (Cdes. Kalmykov and Vladimirskii), the Ministry of Machinebuilding (Cdes. Smeliakov and Parshin), the Ministry of the Aviation Industry (Cde. Dement’ev), the Ministry of Defense (Cde. Zhukov), the Special Committee of the USSR Council of Ministers (Cde. Riabikov), and Chief Designers Cdes. Korolev, Glushko, Riazanskii, Piliugin, Kuznetsov, and Barmin about the creation in 1957-58 on the basis of the R-7 article being developed of an artificial Earth satellite (Object D) weighing 1000-1400 kg with apparatus for scientific research weighing 200-300 kg.

 

Set the timeframe for the test launch of Object D at 1957.

 

2. Consider the main task of the USSR Academy of Sciences to be the study of the following very important scientific problems with the aid of Object D:

 

a) on geophysics: the research of the gravitational and magnetic fields of the Earth, the study of the ionosphere and its influence on the propagation of radio waves, and the study of the structure of the upper layers of the atmosphere;

 

b) on problems of physics: the study of cosmic radiation and the observation of the effects of the theory of relativity;

 

c) on biology: the ascertainment of the possibility of the extended presence of living organisms on artificial Earth satellites;

 

d) on astronomy: the study of the Sun, the danger of meteorites, and photography of the Earth’s surface.

 

Charge the Presidium of the USSR Academy of Sciences with the participation of interested ministries and departments with developing and approving a long-term plan of scientific problems subject to study with the aid of artificial Earth satellites.

 

3. Establish that the lead organizations for Object D are:

 

- for overall scientific management and the supply of apparatus for scientific research housed on Object D – the USSR Academy of Sciences;

 

- for the creation of Object D as a special carrier of the apparatus for scientific research – the Ministry of the Defense Industry;

 

- for gyroscopic stabilization – the Ministry of the Shipbuilding Industry;

 

- for the creation of the complex of ground, launch, fuel, transporter-erector, and auxiliary equipment – the Ministry of Machinebuilding;

 

- to conduct the launch of Object D – the USSR Ministry of Defense.

 

Entrust the monitoring and coordination of the work on Object D to the Special Committee of the USSR Council of Ministers.

 

4. Hold the USSR Academy of Sciences (Cdes. Nesmeianov and Keldysh), the Ministry of the Defense Industry (Cdes. Ustinov and Rudnev), the USSR Ministry of Defense (Cdes. Zhukov and Nedelin), the USSR Ministry of Internal Affairs (Cde. Dudorov), the Ministry of the Radiotechnical Industry (Cdes. Kalmykov and Vladimirskii), the Ministry of the Shipbuilding Industry (Cdes. Nosenko and Terent’ev), the Ministry of the Electrotechnical Industry (Cdes. Skidanenko and Meshcheriakov) the Ministry of the Aviation Industry (Cdes. Dement’ev and Leshchenko), the Ministry of General Machinebuilding (Cdes Goremykin and Diatlov), the Ministry of the Chemical Industry (Cdes. Tikhomirov and Novikov), the USSR Ministry of Higher Education (Cde. Eliutin), and Ministry of Machinebuilding (Cdes. Smeliakov and Parshin), the Ministry of Instrumentmaking and Means of Automation (Cde. Lesechko), the Ministry of Medium Machinebuilding (Cde. Vannikov), the Ministry of Geology and the Protection of the Mineral Resources of the USSR (Cde. Antropov), the USSR Ministry of Ferrous Metallurgy (Cde. Sheremet’ev), the USSR Ministry of Non-Ferrous Metallurgy (Cde. Lomako), the Main Directorate of the Hydrometeorological Service under the USSR Council of Ministers (Cde. Evseenko), and the USSR Ministry of Light Industry (Cde. Mirotvortsev) responsible for:

 

a) conducting scientific-research work, developing and manufacturing apparatus and laboratory equipment for scientific research on Object D for the technical tasks of the USSR Academy of Sciences coordinated with the Ministry of the Defense Industry in the amounts and timeframes according to Attachments Nº 1 and 3.[2]

 

b) developing and manufacturing Object D, conducting the scientific-research work and front-end engineering design of Object OD (the Oriented Object D) according to the technical assignments of the Ministry of the Defense Industry, the USSR Ministry of Defense, and the USSR Academy of Sciences in the amounts and timeframes according to Attachment Nº 2.

 

Take steps to step up work on article R-7 to ensure the first test launch of Object D.

 

5. Charge the USSR Ministry of Defense and the USSR Academy of Sciences together with the Ministry of the Defense Industry, the Ministry of the Radiotechnical Industry, the Ministry of the Aviation Industry, and the Special Committee of the USSR Council of Ministers with examining the question of supporting work to observe the flight of Object D with instrumentation, to receive signals from it, and also to support [it] with ground communications equipment with allowance for the maximum use of instrumentation created for articles R-7, Burya, and Buran; PVO [Air Defense Forces] radar equipment unit; a network of observation points of other ministries and departments (astronomical, meteorological, ionospheric stations, etc.); and submit proposals to the USSR Council of Ministers by 1 April 1956 about the organization of an instrumentation service, the development and manufacture of equipment in short supply, and conducting other necessary measures.

 

6. With the goal of ensuring launches with the least expenditure of artificial Earth satellites, charge the USSR Academy of Sciences together with the Ministry of the Defense Industry and the USSR Ministry of Defense with examining the possibility of creating a small artificial Earth satellite (Object MPS) for systematic scientific research in the period 1956-1958 for systematic scientific research, and submit proposals on this question to the USSR Council of Ministers within two months.

 

7. Considering it necessary to preserve the strict secrecy of the work conducted on article R-7, and in order to avert the possibility of it being disclosed in connection with work on Object D, charge the Committee for State Security under the USSR Council of Ministers together with the Special Committee of the USSR Council of Ministers, the Ministry of the Defense Industry, the USSR Ministry of Defense, and the USSR Academy of Sciences to consider this question and adopt the necessary measures.

 

8. In order to more fully use the capabilities of Object D, hold the USSR Academy of Sciences (Cde. Nesmeianov and Topchiev) responsible for organizing a Commission under the Presidium of the USSR Academy of Sciences headed by Academician Keldysh with the participation of leading scientists to exercise scientific supervision in the creation of Object D.

 

9. Grant the chief designers of Object D, Cdes. Korolev, Glushko, Riazanskii, Piliugin, Kuznetsov, Barmin, the Deputy USSR Minister of Defense for Special Armament and Reactive Technology Cde. Nedelin, and the leader of the Commission of the USSR Academy of Sciences for Object D, Academician Keldysh, the right to coordinate with the Special Committee of the USSR Council of Ministers to use  for Object D components, items, and elements created for other items in order to save time and resources, without damaging their development.

 

10. Extend Regulation Nº 208-1235 of 14 February 1955 about the awarding of bonuses for the performance of the development and scientific-research work on R articles approved by the USSR Council of Ministers Decree Nº 208-123[3] of 14 February 1955 to the work connected with the creation of Object D.

 

Charge the Special Committee of the USSR Council of Ministers, the Ministry of the Defense Industry, and the USSR Academy of Sciences with preparing and submitting to the USSR Council of Ministers in the 1st quarter of 1956 a proposal to use this Regulation for the work envisaged by this Decree.

 

11. Establish that the financing of work on Object D, including the expenses associated with the organization of measurements, is to be done at the expense of state budget appropriations for Section B of special expenses.

 

12. Considering the tight deadlines for the creation of Object D, give the Ministry of the Defense Industry, the Ministry of the Radiotechnical Industry, the Ministry of the Shipbuilding Industry, the Ministry of Machinebuilding, the Ministry of Instrumentmaking and Means of Automation, the USSR Academy of Sciences, and other ministries and departments the right to coordinate with the Special Committee of the USSR Council of Ministers to employ [the following] in the development of Objects D:

 

- the awarding of bonuses to workers of lead organizations for the performance of operating work schedules for Object D and article R-7 at the expense of the resources provided in accordance with USSR Council of Ministers Decree Nº 647-254[4] of 13 February 1949 for awarding bonuses for the fulfillment of monthly plans for missile weaponry;

 

- a reward in effect for article R-7 for related organizations in accordance with USSR Council of Ministers Decree Nº 1503-841[5] of 12 August 1955.

 

13. Charge Cdes. Keldysh, Korolev, Riazanskii, and Kotel’nikov with determining a deadline within two months for the Ministry of the Radiotechnical Industry to submit the catalog of required semiconductors for the small-scale apparatus intended for installation on Object D.

 

The Ministry of the Radiotechnical Industry with the participation of the USSR Ministry of the Defense Industry and the USSR Academy of Sciences are to consider these proposals about the catalog within a month, with an eye toward the complete satisfaction of the need for semiconductors with allowance for the use of existing designs and the development of new ones.

 

14. Hold the Ministry of the Radiotechnical Industry, the Ministry of the Electrotechnical industry, and the Ministry of the Defense Industry responsible for considering and deciding within a month the question of the development and manufacture of apparatus to conduct scientific-research on Object D according to the proposals of the USSR Academy of Sciences.

 

15. Hold the USSR Academy of Sciences and the Ministry of the Defense Industry responsible for coordinating and issuing the development requirements for the work envisaged by this Decree to related ministries and departments within a month.

 

16. Considering that the creation of Object D is a task of special state importance hold Cde. Nesmeianov, the President of the USSR Academy of Sciences; Cde. Ustinov, the Minister of the Defense Industry; Cde. Zhukov, the USSR Ministry of Defense; Cde. Kalmykov, the Minister of the Radiotechnical Industry; Cde. Nosenko, the Minister of the Shipbuilding industry; Cde. Skidanenko, the Minister of the Electrotechnical Industry; Cde. Dement’ev, the Minister of the Aviation Industry; Cde. Goremykin, the Minister of General Machinebuilding; Cde. Tikhomirov, the Minister of the Chemical Industry; Cde. Smeliakov, the Minister of Instrumentmaking and Means of Automation; Cde. Lesechko, the Minister of Machinebuilding; Cde. Eliutin, the Minister of Higher Education; and Cde. Zolotukhin, the Chief of the Main Directorate of the Hydrometeorological Service under the USSR Council of Ministers responsible for:

 

a) paying special attention to the timely and high-quality performance of the work on Object D, taking all assignments approved by this Decree under personal control;

 

b) submitting a report to the USSR Council of Ministers once a quarter about the progress of the performance of the work approved by this Decree.
