With this we are sending you memoranda on discussions held by the Consul-General of the USSR in Ürümchi, Comrade G. S. Dobashin, and the Manager of the consulate in Ghulja, Comrade G. P. Blokin, with leading workers of the Xinjiang Uyghur Autonomous Region of the PRC, on the activity of the expanded plenum of this region’s Party Committee.
