Information from GDR military attaché Lt. Col. Schafer

 

Last December a DPRK delegation visited the GDR. After visiting an optical factory and the nuclear reactor, it [the DPRK] proposed [the following]:

 

1) Construction of an optical factory in the DPRK or sale of equipment, offering most of the payment in foreign currency. According to Lt. Col. Schafer, the GDR refused.

 

2) They also proposed construction of a nuclear reactor in the DPRK. The GDR was to have replied that they should turn to the USSR which owns the license of the GDR reactor.

 

When he heard my remark that I heard that the USSR is building a reactor in the DPRK, he replied that he is informing me about what he was informed about by his superiors.

Moskovsky advised Pak Geum-cheol and Kim Chang-man to cooperate with the Soviet-led socialist bloc. Conversation with Kim Il Sung and Moskovsky imply strong relations with the Soviet Union.
