Dear Comrade,

in an appendix I am sending you a “Information about Current Problems of the Domestic and Foreign Policy of the PR China. Directive for the Conduct of Representatives of the GDR towards Representatives of the PR China”.

The material is containing an information about the current domestic situation in the PR China, an assessment of the foreign policy of the Chinese leaders in conjunction with a principled orientation for the fight against Maoism, as well as concrete instructions for the further development of relations between the GDR and the PR China.

The material in its entirety is to be considered as a working directive mandatory for all foreign representations of the GDR. It is our objective to guarantee this way a uniform approach by all comrades and employees vis-a-vis the PR China and its representatives.  

I ask you to make the comrades of your representations familiar with the main content of the directive - under strong observance of its confidentiality - and explain to them the tasks coming with the directive.

Continue with regular reports about the policy of the Chinese leaders towards the country where you are residing, about the activities of the Chinese representatives, as well as about the positions and policy of the country where you are residing vis-a-vis the PR China.

Please coordinate your decisions on these issues also in the future with the Soviet comrades and the comrades from the other close socialist fraternal countries in order to guarantee a uniform and coordinated approach by our countries.
