In connection with the upcoming conclusion of the discussion in the Political Committee of the Assembly on the draft of the three powers and about our amendments concerning a reduction of armaments and a prohibition on atomic weapons, Cde. Vyshinsky has asked for instructions (telegram Nº 650 from Paris) on the question of voting on both the draft of the three as well as our amendments. Cde. Vyshinsky has also asked for instructions on the question of our attitude toward the proposal of India about transferring the draft of the three and our amendments to the Commission of 12, and to the proposal of Pakistan, Syria, and Iraq on extending the work of the Subcommittee of the five.

 

In telegram Nº 694 Cde. Vyshinsky asked for instructions to be sped up, referring to the fact that the voting might take place on 17 December.

Gromyko relays Vyshinsky's request for directions as to how the USSR should vote on the Western atomic proposal as well as other countries' proposals on how to consider the atomic question.
