PARAPHRASE OF OUTGOING NAVY CABLE – Moscow, March 3, 1944.

FROM HARRIMAN FOR THE EYES OF THE PRESIDENT ONLY – PERSONAL AND SECRET:
This evening I thanked Stalin, during my conversation, for the reception the U.S. Air Forced here to work out arrangements for shuttle bombing had received and inquired how soon the Chief of the Far Eastern Air Force would be in Moscow for the conference regarding bases in the Far East. He said that this officer was expected in the near future whereupon these conversations would take place.
In response to my inquiry whether he had any further intelligence information about Japanese planes, he said that unfortunately he did not, that the Japanese had inadequate forces to hold their outer defence line and had to shorten it. Regarding their plans for the defence of the Phillipines he had no information [sic].
