After his opening remarks, per the ref outgoing telegram, General Secretary Hu said the following: Holding an excellent 13th National Congress of the Communist Party of China (CPC) is important. The issue we should solve is the succession of new cadres to posts held by old ones. Perhaps you cannot imagine its range, Prime Minister, but our plan is to carry out a substantial adjustment. We will promote middle-aged cadres and retire old ones. This will probably become clear within the Party in the next fiscal year. (Note: The Chinese side strongly emphasized that we not make this public.) 2. In response to the above, the Prime Minister said: I believe that the General Secretary will be making strenuous efforts towards the CPC National Congress. I would like Japan and China, even with the change in generations, to remain always on good terms. (End)
