Having attended the reception hosted by General Secretary Hu on the night of the 8th, per notes here follows a summary of what the General Secretary said (I, others attended).

China has expressed approval for the Aquino government’s policy. Regarding the Communist Party of the Philippines (CPP), according to Philippine friends, CPP forces were originally fewer than 200 men, but I hear that they have now grown to over 26,000. I have also heard that only a small fraction of the party or some group, thinking only of their own interests, is calling for civil war in the Philippines.

In any case, the Communist Party of China has not had relations with the CPP for decades. Rather, our thinking is to reduce the Philippines’ domestic troubles, if only by not having relations with the CPP. (In response to that, the Prime Minister stated that by all means he wished to request that).

往電第3757号に関し、

8日夜に行われた胡総書記主催の歓迎宴での席上、同総書記が表記につき述べたところの概要次の通り(本使他同席)。

中国は、アキノ政権の政策には賛意を表明している。比共産党については、比友人の話によれば、本来、同党の勢力は200名足らずであったものが、現在では、2万6千余名の勢力に発展してきたと仄聞している。また、比国内で内戦を主張しているのは、自らの利益を念頭においた極く一部の党もしくは集団に過ぎないとも聞き及んでいる。

いずれにせよ、中国共産党は、この数十年来、比共産党とは関係を有しておらず、むしろ、関係を持たないことは、それだけ比国内部のごたごたを少なくさせるものと考えている。(右発言に対して、総理より、ぜひそうお願いしたい旨発言)。

米、ソ、ASEAN6か国に転電した。(了)
