Initial outgoing telegram [TN: probably section] 3’s special message to the Iranian Foreign Minister is as per separate telegram, so I would like to have you communicate it, along with the separate telegram, to the highest level of Iranian senior official possible, then reply by telegram with the result.
In addition, Middle Eastern and African Affairs Bureau Director-General intends to deliver the same message orally to Ambassador to Tokyo Gavahi.
