From Wieczorek:

 

1. Talks with the top management of the CDL confirmed their intent to further cooperation with us on the wide and important range of issues. The key elements of the DP-CLD contacts in 1988-90 were included in the protocol we have signed today.

Our partners emphasized their determination to make happen the policy of opening as well as the economic and political reforms. They stressed the intellectual potential of the CDL members in the reforms. The CDL is clearly gaining significance with the unquestioned primacy of the CPC.

 

2. In a conversation with the vice-chairman of the Standing Committee of the NPC, Xi Zhongxun, I passed along the greetings from Sejm. I reminded him to carry out the NPC visit to Poland. He emphasized the necessity of broad and bold reforms as well as making happen the opening policy without impatience. At the same time one should not fear the cost. He noted that there is always understanding for them [the CDL? The CPC? China?] in the KS[1]. He mentioned that the Polish reforms are of similar kind and that they pay close attention to them. There was a harsh debate in the NPC on the implementation of the reforms. The weaknesses are: lack of democracy, still, and too slow a pace of improving the rule of law. During the second session of the NPC they will discuss how to strengthen the national councils at all levels. They intend to change the electoral system (multiple candidates).

Xi believes that one should exchange experiences but should not follow another’s solutions. Each country has its own unique conditions.

 

3. On 25 this month the delegation was received (and greeted with a formal dinner) by a member of the SK [Standing Committee] of the Political Bureau and a secretary of the CC of the CPC, Hu Qili, along with a secretary of the CC of the CPC, Yan Mingfu. The entire leadership of the CDL was present. The host related to the traditional friendship between the CPC and the PUWP and between our nations. In 1986 W. Jaruzelski and Ziyang started a new chapter in the history of relations between the PRC, Poland and KS[2]. They have high regard for the cooperation between our parties. Hu congratulated us on the DP-CDL cooperation. He emphasized that Poland has been ahead of China with the reforms.† Despite different conditions we are aligned with respect to peace and the effective economic development. China has only just embarked on their socialist path and is searching for more effective means to intensify the development of their production. They agree to allow for some of the income to be generated by capital, not by labour; they intend to expand private ownership (next to state ownership and cooperatives). They deem political reforms necessary to safeguard the implementation of the economic reforms. Democratic parties, especially the CDL, put forward many meaningful propositions. On 27 this month the Political bureau of the CC of the CPC is going to evaluate the first session of the new NPC and CPPCC, and discuss the change of prices and wages. The CPC supports the contribution of other parties to the country’s government through their participation in representative bodies at all levels.


The conversation with Hu was very informative and took 3.5 hours in a cordial atmosphere.
