I find the stay of the SAO [Supreme Audit Office] delegation in the PRC led by Hupałowski (18-25.10.’88) fruitful. The visit was given high profile. It received an appropriate protocolar entourage and a satisfying press coverage. The delegation held talks with the Minister of Supervision, Wei Jianxing, and discussed the issues concerning the tasks and organization of the control apparatus in both countries as well as possibilities and means of exchanging experiences and bilateral cooperation.
The delegation studied the tasks and operations of the control and administrative apparatus of Beijing, Tianjin and Xi’an.
24.10.’88 H.[upałowski] met with the vice-chairman of the Standing Committee of the National People's Congress, Xi Zhongxun, who described the social and economic situation in China as generally good. He emphasized that the Chinese leadership studies the positive and negative experiences of Poland very carefully and deems it very valuable. He displayed a good understanding of the situation in Poland. He added that the analysis of the events in Poland helps them avoid a whole variety of mistakes and eliminate certain socially undesirable side effects of the reform process . The current imperative for China is to bring order to their economy, which requires tranquility and stabilization of the moods in the society. He [Xi Zhongxun] noted that Poland’s eagerness to share the experiences of the reforms with the PRC is an act of support for the line of the 13th [National] Congress [of the Communist Party of China] and the 3rd Plenary Session of the [11th] Central Committee [of the Communist Party of China]. In the context of the reform and making use of the experience of others, Xi expressed his optimism and expectations about the planned Chinese-Soviet summit.
Xi declared that the exchange of experience with KS EW as well as with the USSR in the circumstances of the universal reform ought to be continued as it brings demonstrable benefits to all the interested parties.
