Luce, the personal representative of the British Foreign Minister, agreed with the Shah of Iran to cede the three islands of Ṭunb and Abū Musá (Tonb and Abu Mousa) to Iran in return for his approval on the establishment of the Arabian Gulf's United Emirates.
The report says:
Iran insists that the union be only between four emirates: Dubai – Sharjah – Ras al-Khaima - Um al-Qewain; that Abu Dhabi be prevented from playing any role until the issue of Buraimi, the oasis at the heart of the dispute between Abu Dhabi and Saudi Arabia, is resolved; and that Qatar's and Bahrain's independence be announced and that they join the Arab League and other international organisations.
Luce, however, insisted on Abu Dhabi's right to Buraymī (Buraimi).
Luce left Iran without an agreement between the two sides on Saudi Arabia’s claim to the Oasis of Buraimi.
Report on an agreement by the British Foreign Ministry to cede Ṭunb and Abū Mūsá to Iran in exchange for their approval to form the United Arab Emirates, their attempt to resolve the Buraymī dispute and information on Qatari and Bahraini independence.
