On the situation in the United Revolutionary Organizations of Cuba

The Cuban press did not publish our Government's October 25 Statement on the US military-naval blockade against Cuba. This was pointed out to a friend of the Cuban Ministry of Foreign Affairs who had gone to the Embassy at the time to translate a letter of solidarity that our lawyers had sent, but he said that differentiations should be made, ie. that you should not look at the press, where there are still revisionists, but at the official position of the Ministry of Foreign Affairs.

Even for our holiday on November 29, the Cuban press did not publish an article about our country, while they did about the Yugoslavs.

On the other hand, our students, together with the Chinese, Vietnamese, Koreans, Bulgarians and Africans, made a statement for the protection of Cuba which was given on Radio and Television, bringing out all the students, while the press did not mention our students. This was pointed out to the Cuban friends by the students who apologized.

Comrade Josif Pogaçe paid Blas Roca a visit before the blockade. He received him well, asked him about our country and told him that he knows that Albania, like Cuba, builds socialism under conditions of capitalist encirclement. He explained about the US plans, about the invasion of Cuba and about the situation in general of the Communist Parties of Latin America.

The Cuban Ambassador in Bucharest told Comrade Rrapi Germeni that their Party does not agree with the actions against Communist Party of Albania [PPSh], which is a sister Party, and the issues should be resolved through contacts and talks, based on the principles of Marxism-Leninism. He also said that Escalante's activity set the Party back a year.

In the school where our students study in Havana, their professor called out loudly: "Cuba, China and Albania will live or die together". But the Bulgarian students in this school are completely isolated and do not have the courage to speak.

The newspaper "Revolucion" dated November 1, 1962, without any comment, published in capital letters on the front page "Khrushchev ordered the withdrawal

(p. 1)

of defensive and strategic weapons from Cuba." The press and the radio do not talk about the Soviet Union at this stage, while numerous comments are made regarding China's favorable attitude towards the Cuban issue. Comrade Josif Pogaçe, says that our friend from Nicaragua who is now in the army, commander of an artillery unit, has declared that Cuban leaders like Fidel, etc. they are very angry with Khrushchev, who is removed as the master of Cuba, and Cuban-Soviet relations are very irritated. Fidel's answer, he said, on the 5 points was a deserved answer for both Kennedy and Khrushchev.

In his televised speech on November 1, Fidel said that during the crisis we are going through, divergences arose between the Soviet Government and Cuba, but it is not the time to talk about giving weapons to the enemies. It’s the Soviet rockets; if he wants it, let him remove it.

When Fidel went to the University, they asked him: "What does Khrushchev's statement look like?" He answered: Nikita is the Prime Minister of the USSR and the statement is his, while I am the Prime Minister of Cuba and it is not my statement.

The Cuban people had sung songs for Khrushchev and Fidel which they sang in various demonstrations until the time of the establishment of the American blockade against Cuba. Also, during the rallies, although Fidel did not mention Khrushchev when speaking on behalf of the participants, slogans were thrown here and there in favor of Khrushchev. After the events of the Blockade, the people not only don't sing the song anymore and don't raise slogans in favor of Khrushchev, but on the contrary, a new song has appeared with which the people make fun of Khrushchev and on the other hand they say: "with Khrushchev's guarantees we "we can't even live for 5 days".

In Cuba, the cadres have been instructed not to talk about the contradictions with the USSR, but the people, out of great indignation, speak openly. A woman when she was donating blood in the hospital said that Khrushchev and Kennedy should be hanged.

In Mikoyan's reception, when he arrived in Havana, Guevara did not want to go out. On the other hand, on the solemn evening for November 7, Fidel, Guevara and Raul Castro were not present, although Mikoyan was also in the Presidium. There was only a photo of Lenin and Fidel in the hall.

At the reception of the Soviet Embassy on November 7, Guevara told the Korean diplomats that they do not accept the inspection by the UN in any way. If they come with the initiative, we will wait for them with guns

(p. 2)

and we will fight to the last man. We are sharpening the cleaver for war. Another one said that Khrushchev wearing Kennedy's cloak speaks for Marxism-Leninism. Many speak openly that Khrushchev is a traitor.

Regarding Kosygin's speech held on November 7 in Moscow, the Cubans say: "it's good that he supports Cuba, but he doesn't say by what means, they had them here and took them."

Regarding the inspection of the Cuban land by the UN, they say: "The USSR, which proposes disarmament, why does it not accept the control of its territory "?

A Cuban official has said that, despite the fact that we do not say it openly, we have big differences with Moscow due to Khrushchev's low attitude. Fidel is very angry because Khrushchev treated Cuba not as a socialist country but as a satellite country.

There are people like Escalante who comment on the withdrawal of missiles from Cuba as a good tactic of Khrushchev as the USSR can defend Cuba in case of aggression from its own soil. There are others who say that Kennedy does not intend to attack Cuba but does it to strengthen his position on the eve of the elections. The revisionists say that saving Cuba and all humanity from the catastrophe of the war is dedicated to Khrushchev, but the overwhelming majority of Cubans say that the bargain for selling Cuba to imperialism is dedicated to Khrushchev.

Blas Roca was in Berlin at the end of October, where he negatively influenced the Cuban representative there for his attitude towards our Chinese representatives.

Many ask about the events in Bulgaria regarding Yugoslavia and say that Stalin was right and that is why true communists do not give up their path.

An Albanian party report testified to the worsening Soviet-Cuban relations in the wake of the missiles’ withdrawal, zeroing in on the “enraged” Fidel, who believed the Soviet leader treated Cuba not as a socialist country but as a satellite state

Bolesław Jeleń, 'Information Note'

According to the Polish ambassador, Moscow’s goal to install missile launchers in Cuba was not completely clear. The explanation given by the Soviet Deputy Premier Sergei Mikoyan that Moscow wanted to use the missiles to obtain a guarantee for Cuba had obvious holes, Jeleń argued. To him, the Soviet move seemed more like a political ploy than military strategy. Warsaw’s emissary in Havana concluded his critical observations by stating that the Soviet Union did not make a mistake in withdrawing the missiles as the Cubans suggested but rather by installing them in the first place.
