7 June 1960

I visited Deputy Chairman of the KWP CC Kim Chang-man at his invitation.

At the instruction of the KWP CC Presidium Kim Chang-man asked [me] to send the following.

1. The KWP CC Presidium has discussed the 2 June CPSU CC letter and agrees to the suggestion to convene a conference of representatives of Communist and worker's Parties of the countries of the socialist camp at the end of June. The delegation of the Korean Worker's Party will be headed by Cde. Kim Il Sung; [the following] delegation members were approved: member of the CC Presidium and Deputy Chairman of the KWP CC Kim Chang-man; CC member and Chief of the KWP CC International Department Pak Yong-guk; and one more delegation member will be determined later (they wanted to appoint KWP CC member and Deputy Premier Ri Ju-yeon, but he is ill right now).

2. The arrival of Kim Il Sung in Moscow for a meeting and talks with Cde. N. S. Khrushchev on 13 June is desirable for us. During the meetings in Moscow Cde. Kim Il Sung will be accompanied by: Kim Chang-man, Pak Yong-guk, and Gosplan Chairman Kim Gi-cheol. Kim Chang-man expressed the wish that Kim Il Sung and the people accompanying him fly from Pyongyang to Moscow on an IL-18 aircraft if possible. He also said that tentatively a total of up to 18 people will fly with delegation members. The personnel composition will be determined later and the list sent to the Embassy.

I told Kim Chang-man that his information and the wishes expressed would be sent to Moscow.

Kim Chang-man also reported that Kim Il Sung had been approved as the leader of the delegation to the third congress of the Romanian Worker's Party. The delegation intends to head to Bucharest from Moscow on 18 June.

Pak Yong-guk was present at the conversation, which was interpreted by D. A. Priyemsky.
