ME PERMITO PONER EN EL SUPERIOR CONOCIMIENTO DE USTED, el resultado de la investigación practicada con motivo de la conjura contra el Gobierno de la República de CUBA.
ANTECEDENTES:
El Grupo denominado “26 de Julio”, opositor al Gobierno actual de la República de Cuba, preparaba en México una conjura para realizar un movimiento armado en contra del citado Gobierno. Este grupo está encabezado por un sedicente—Doctor FIDEL ALEJANDRO CASTRO RUZ, exiliado político cubano, quien llegó a nuestro país por una amnistía del Gobierno de Cuba después de estar preso por cometer un asalto a un Cuartel Militar en La Habana el 26 de Julio de 1953.
INVESTIGACIÓN:
El día 21 de junio actual, al seguir el vehículo Packard Mod. 1950, color verde, con placas de circulación IW55655 correspondientes de Miami, Fla, que partió de la casa de Emparan #49 con 5 individuos a bordo, a la altura de las calles de Mariano Escobedo y Kepler, 3 de ellos descendieron en forma sospechosa, procediéndose a detenerlos con el vehículo mencionado, encontrándose que cada uno de ellos estada armado y localizándose en el interior del vehículo un rifle SESSKA 30.06 y 980 cartuchos del mismo calibre. Las personas de referencia respondieron a los nombres de FIDEL ALEJANDRO CASTRO RUZ, CIRO REDONDO GARCIA, UNIVERSO SANCHEZ ALVAREZ, RAMIRO VALDEZ MENENDEZ y REYNALDO BENITEZ NAPOLES, quienes expresaron ser de nacionalidad Cubana, exiliados políticos y que se encontraban armados debido a las diferencias políticas existentes actualmente, no presentando documentación respectiva, diciendo que se encontraban en el domicilio de Emparan Núm. 49. Posteriormente fueron trasladados a esta Dependencia para su investigación, estableciéndose vigilancia en la mencionada casa de Emparán donde fueron detenidos el mismo día a las 14.00 horas JUAN ALMEIDA BOSQUE y JOSÉ RAUL VEGA VEGA, de la misma nacionalidad del grupo de exiliados cubanos que vivieron en este domicilio, encontrándose allí mismo gran cantidad de pasaportes que en detalle se dan en relación adjunta, así como documentación de importancia.
La descripción en detalle de las armas recogidas en la siguiente:

Por documentación que se adjunta y el resultado del interrogatorio a las personas presentadas, se sabe que los exiliados políticos cubanos residentes en este País, han formado un grupo denominado “26 de Julio”, dirigido por FIDEL ALEJANDRO CASTRO RUZ, con el objeto de derrocar al Gbno. actual cubano en el curso de las próximas 6 o 7 semanas, ya que según ellos cuentan con el 90% de la población de su País y que debido a los diferentes cambios de Gbno. y diferencias políticas, el pueblo Cubano ha recibido durante los últimos años gran cantidad de armamento el que conservan ocultándolo para el momento propicio. Este Grupo que tomó el nombre de “26 de Julio” fue porque el año de 1953 efectuaron un movimiento armado en contra del Gral Batista, asaltando el llamado Cuartel Moncada, acción que fue dirigida por el citado CASTRO RUZ.
El objeto de la llegada de elementos cubanos adictos a CASTRO RUZ, junto con los exiliados políticos de esa misma nacionalidad establecidos en México, es la de capacitarse militarmente para integrar mandos que dirijen y organicen en su País a los grupos descontentos del actual régimen, por lo que desde hace aproximadamente 3 meses, se ha iniciado en esta Capital un curso de capacitación que como se dice antes, comprende prácticas de tiro, de pistola, de rifle 30.06, prácticas de campo, de tipografía, de táctica, de guerrillas, explosivos, bombas incendiarias, fabricación de ellas, voladuras con dinamita, etc., llevando a cabo estas prácticas, principalmente en el Rancho denominado Sta. Rosa o San Miguel, propiedad de ERASMO RIVERA y localizado cerca del poblado de Ayatango [it was actually Ayotzingo], Edo. de México, correspondiente al Municipio de Chalco, donde pasaban tres o cuatro días en las prácticas mencionadas, siendo los instructores el propio CASTRO RUZ y el Sr. ALBERTO BAYO GIRAUD, de nacionalidad cubana, que fue Coronel en la Guerra Civil Española y que tiene su [most of a line redacted], tiene un hijo de nombre ALBERTO BAYO, piloto aviador nacido en Marruecos y nacionalizado mexicana, el que fue detenido a las 23.00 Hs. en su [most of the line redacted] quien es afán a este movimiento y que participió en los reemplazos del Escuadrón 201 y actuó en la Revolución de Costa Rica. El llamado Corl. o Gral. BAYO es instructor de la Escuela Militar de Mecánicos de Aviación en esta Capital.
El personal militarmente entrenado era controlado por CASTRO RUZ, anotando el número de prácticas, la cantidad de cartuchos tirados, su disciplina desarrollada, su resistencia física, sus cualidades de mando, etc., clasificando así a cada uno de sus elementos.
Las armas 30.06 con las que practicaban, fueron compradas, según declaración de CASTRO RUZ, a diferentes personas de las cuales no recuerda el nombre, pero que son 5 o 6, así como otras tantas pistolas Star, una de ellas un una armería que se encuentra en Donceles Esq. con Argentina y que costó ciento ochenta dólares; que calcula haber comprado varios miles de cartuchos 30.06 en diversas partidas, por medio de las Armerías, Clemente, de Brasi 5 y otra de Brasil casi esquina con Cuba, sin que los empleados supieran la finalidad de su compra. La dinamita fue comprada por CIRO REDONDO en el Pedregal de San Angel.
El rancho en que se efectuaban estas prácticas, lo denominaban Rancho Base para guardar la discreción de su ubicación; el personal estaba distribuido por grupos alojados en diferentes residencias, una de ellas en la calle de Kepler con Copérnico y otra en la calle de Insurgentes Norte Núm. 5, las cuales fueron abandonados al ser detenido CASTRO RUZ.
El propio FIDEL ALEJANDRO CASTRO RUZ, formuló y firmó un Reglamento denominado “Para Interior de la Casa de Residencia” y en que exige control de gastos de mantenimiento, de ropa, medicinas, sellos postales, papel de escribir, dándoles $10.00 M.N. para gastos personales; el estar recluidos en sus residencias a partir de las 12 de la noche, levantarse a las 8.00 horas, control de comidas, de dormitorios, instrucciones de carácter confidencial para evitar fueran descubiertos, obligaciones de los Jefes de Grupo encargados de residencia, haciéndoles ver que para estar preparado a una acción armada, se necesita una disciplina estricta, exhortándolos para que de acuerdo con su capacidad moral y sus méritos llegaran a ocupar los mejores lugares en el Escalafón.
La documentación de todo el personal que llegaba, era controlada por CASTRO RUZ, por razones de seguridad, recibiendo correspondencia de sus adictos que se encuentran distribuidos en Miami, Tampa, New York, Costa Rica y Cuba, por medio de la Sra. HILDA GADEA DE GUEVARA, exiliada política Peruana, con [1 line redacted] y que pertenece al Partido APRISTA del Perú, que se encuentra ubicado [redacted] al que es dirigido por CESAR PARDO ACOSTA, quien fue senador en su País. El esposo de la Sra. HILDA GADEA, es ERNESTO GUEVARA SERNA, de nacionalidad Argentina, miembro activo del grupo de FIDEL ALEJANDRO CASTRO RUZ, con cargo de Jefe de Personal.
Otra de las personas que recibía la correspondencia de los exiliados y que les daba alojamiento en su casa de Emparan No. 49-C, es la Sra. MA. ANTONIA GONZALEZ DE PALOMO, casada con el luchador mexicano AVELINO PALOMO.
La propaganda por escrito del Grupo “26 de Julio”, se imprimía fuera de la República Mexicana, principalmente en Nicaragua y Costa Rica, ya que llevan gran amistad con los líderes de los exiliados políticos de ese País, Corl. MANUEL FLORES GOMEZ y CANSIO PEÑA.
Se sostiene económicamente con dinero que envían sus adictos a la causa desde Cuba, Miami, New York, Costa Rica, y diversos sectores de México, fluctuando sus gastos mensuales aproximadamente en $400.00 dólares para el sostenimiento de los cuarenta miembros que tiene bajo sus órdenes directas para su entrenamiento.
Se daban instrucciones al personal, por escrito, para que hicieran contacto con diferentes sectores de México: Correos, Telégrafos, Revistas, Periódicos, Centrales Obreras, Ateneos Políticos, Universidades, Centros Oficiales, etc. El objeto de esto era obtener ventajas en el desarrollo de sus actividades en esta Capital, cuestionarios para cada uno de sus componentes, sobre sus generales, las amistades que hizo o tiene en este País dando sus nombres, direcciones, edad, nacionalidad, y si esas amistades se conocen entre sí, con el fin de que su movimiento no fracasara por indiscreción; también en forma reservada pedían a cada uno de sus elementos contestar un cuestionario dando la opinión de cada uno de su personal, sobre sus cualidades, educación, preparación, estadio, discreción, desempeño de cargos de Oficiales de Estado Mayor, así como cuales serían los mas aptos para llevar el Diario de Operaciones.
FIDEL ALEJANDRO CASTRO RUZ se dice Doctor en Leyes; fue amnistiado el 15 de mayo de 1955, de la condena de 15 años de reclusión que le fue impuesta por el Tribunal de Urgencia de Santiago de Cuba, por el delito de contra la estabilidad de la República de Cuba, firmado por el Jefe de Comandancia de Isla de Pinos JUAN M. CAPOTE FIAYO.
Los principales Jefes de Grupo que fungían dentro del grupo mencionado, son los siguientes:
FELIX ELMUZA, JUAN ALMEIDA BOSQUE, CARLOS GOMEZ, RAUL CASTRO RUZ y UNIVERSO SANCHEZ ALVAREZ.
Niegan cualquier nexo con el expresidente CARLOS PRIO SOCARRAZ del que dicen es completamente ajeno a su movimiento, no recibiendo ayuda de ese Grupo político.
Empleaban como claves el uso de timbres postales nacionales y cubanos, que de acuerdo con su clasificación y precio expresaban una frase clave, tales como: “TENEMOS ESPIAS”, “ESTOY MUY VIGILADO”, “DESEO ENVIAR COMPAÑERO A ESA”, “HAN INGRESADO GRUPOS DE OTRAS ORGANIZACIONES”, etc.
Contaban con mapas de su País en los que se encontraban localizadas las diferentes unidades del Ejército Cubano, comunicaciones, e inclusive barrios de la Cd. de La Habana.
El día 24 del mes en curso, se procedió a investigar en el Rancho Sta. Rosa, lográndose aprehender a 13 elementos más que son: ELECTO PEDROZA PINTO, HORACIO RODRIGUEZ HERNANDEZ, CALIXTO GARCIA MARTINEZ, SANTIAGO HIRZEL, EDUARDO ROIG, LUIS CRESPO CASTRO, AGUNDO FELIX AGUCAR RODRIGUEZ, ROLANDO SANTANA REYES, ARTURO CHARMONT, CELSO MARAZOTTO, OSCAR RODRIGUEZ DELGADO, RICARDO BONACHEA, y ERNESTO GUEVARA SERNA, junto con el siguiente armamento y municiones:

También se detuvo al español VICTOR TRAPOTE, escultor, excombatiente de la Guerra Civil Española, con domicilio en [redacted] que tiene un taller de escultura [redacted], pertenece también al Grupo de “26 de Julio” y sirve de enlace con elementos exiliados políticos españoles.
En cada domicilio en donde residían, dormían de 8 a 10 personas; en el domicilio de Kepler y Copérnico el arrendatario es RAUL GOMEZ, de nacionalidad cubana; se rentó el 27 de marzo de 1956 en $600.00, siendo fiador del mismo la Sra. ORQUIDIA (?) PINO DE GUTIERREZ, con domicilio en Fuegos #791 en San Angel.
CONCLUSIONES
I. El movimiento revolucionario en contra del Gobierno de Cuba, según confesión de los detenidos, se efectuaría aproximadamente en siete semanas más.
II. Su entrenamiento en México era para integrar cuadros que organizarán a los grupos rebeldes en su País.
III. Las armas que a ellos les fueron recogidas, las utilizaban para sus entrenamientos, ya que confiesan que grupos afines en su País se encuentran armados para el caso de un movimiento revolucionario.
IV. Las armas con que ellos contaban aquí en México, eran relativamente pocas por lo referido en el punto anterior siendo fácil su adquisición.
V. La compra del cartucho 30.06 Fab. Nal. año 1955 se efectuaba por medio de las armerías que se citan anteriormente en el cuerpo del presente.
VI. Tienen nexos con exiliados políticos residentes en este País de diferentes nacionalidades, principalmente con los de Nicaragua y Costa Rica, dirigidos por MANUEL FLORES GOMEZ, y los del Perú dirigidos por CESAR PARDO ACOSTA.
VII. No existe ningún nexo con los grupos comunistas Mexicanos ni reciben de estos elementos.
VIII. Es un grupo opositor al Gobierno de su País, independiente, cuyo dirigente máximo es FIDEL ALEJANDRO CASTRO RUZ, organizador del mismo, quien dice no tener nexos directos con el expresidente CARLOS PRIO SOCARRAZ y el grupo de éste denominado Partido Auténtico.
Pongo a la disposición de usted, detenidos, armamento, municiones y diversos documentos, así como objetos varios.

Present.
ALLOW ME TO PUT BEFORE YOU, the results of the investigation performed with respect to the conspiracy against the Government of the Republic of CUBA.
BACKGROUND:
The Group known as “26th of July,” opponents of the current Government of the Republic of Cuba, was preparing in Mexico a conspiracy to carry out an armed movement against the aforementioned Government. This group is headed by the self-styled Dr. FIDEL ALEJANDRO CASTRO RUZ, a Cuban political exile, who arrived to our country thanks to an amnesty granted by the Government of Cuba after being incarcerated for committing an assault on a military barracks in Havana on the 26th of July, 1953.
INVESTIGATION:
On June 21st of the present year, a green Packard Model 1950 with Miami, Florida, plates IW55655, that left from the house at Emparan #49 with five individuals on board was followed; at the corner of the streets Mariano Escobedo and Kepler, three of them got out in a suspicious manner, and upon detaining them with the aforementioned vehicle, it was discovered that each of them was armed and they had a 30.06 SESSKA [sic, Ceska] rifle and 980 cartridges of the same caliber within the car. These persons responded to the names FIDEL ALEJANDRO CASTRO RUZ, CIRO REDONDO GARCIA, UNIVERSO SANCHEZ ALVAREZ, RAMIRO VALDEZ MENENDEZ and REYNALDO BENITEZ NAPOLES, and they claimed that they are political exiles of Cuban nationality and are armed because of current political differences, without presenting the corresponding documentation, saying that they left it in the house at Emparan #49. They were later relocated to this Department for their investigation, and surveillance was established at the aforementioned house at Emparan, where JUAN ALMEIDA BOSQUE and JOSÉ RAUL VEGA VEGA of the same nationality of the group of Cuban exiles, were arrested the same day at 2pm, and discovered within the house was a great quantity of passports whose description is attached, along with important documents.
The detailed description of the recovered weapons is as follows:

1.—7mm Waffenfabrik Mauser pistol with 3 clips and 27 cartridges of the same caliber

By the attached documentation and as the result of the interrogation of the aforementioned people, it is known that the Cuban political exiles living in Mexico have formed a group called “26th of July,” led by FIDEL ALEJANDRO CASTRO RUZ, with the goal of overthrowing the present Cuban government in the next 6 or 7 weeks, since according to them they already have the support of 90% of the population of their country and thanks to the various changes of government and political differences, the Cuban population has received during recent years a great quantity of weaponry that they keep in hiding for the right moment. This Group chose the name “26th of July” because in the year 1953 they carried out an armed movement against General Batista, assaulting the Moncada Barracks, an action that was directed by the aforementioned CASTRO RUZ.
The objective of the arrival of Cuban elements dedicated to CASTRO RUZ, along with the political exiles of the same nationality residing in Mexico, is to prepare militarily in order to infiltrate leaders who will lead and organize in their country groups of people who are discontented with the current regime, for this reason approximately 3 months ago they began in this Capital city a training regimen that, as was said before, consists of shooting practice with pistols and 30.06 rifles, practice in camping, typography, tactics, guerrilla skills, explosives, incendiary bombs and how to make them, demolition with dynamite, etc, carrying out this training principally at the Rancho named Santa Rosa or San Miguel, property of ERASMO RIVERA and located close to the town of Ayatango [sic, Ayotzingo], Estado de México, in the Municipality of Chalco, where they would spend three or four days in the aforementioned practices, with the instructors the same CASTRO RUZ and Sr. ALBERTO BAYO GIRAUD, of Cuban nationality, who was a Colonel in the Spanish Civil War and who has [1 line redacted]…, he has a son named ALBERTO BAYO, a pilot born in Morocco and a nationalized Mexican, who was arrested at 11pm at his [1 line redacted]… who is a supporter of this movement and who participated in the reinforcements of the Squadron 201 and participated in the Revolution of Costa Rica. The so-called Colonel or General BAYO is an instructor in the Military School of Aviation Mechanics in this Capital.
The people who were training militarily were controlled by CASTRO RUZ, who noted the number of practices, the quantity of cartridges spent, the discipline developed, the physical resistance, the leadership qualities, etc, classifying in this manner each of his followers.
The 30.06 weapons with which they practiced, were purchased, according to CASTRO RUZ’s declaration, from different people whose names he does not remember, but there are 5 or 6 of them, along with some of the Star pistols, one of which he purchased at a gun shop on Donceles at the corner of Argentina and that cost one hundred and eighty dollars; he calculates that they bought various thousands of 30.06 cartridges in different places, between the gun shops, Clemente, of Brasil 5 and another on Brasil almost at the corner with Cuba, without the employees knowing the purpose of the purchases. The dynamite was purchased by CIRO REDONDO at the Pedregal of San Angel.
They called the ranch where they carried out their training Base Ranch to hide the secret of its location; the personnel were split into groups residing in different residences, one of which was on Kepler Street with Copérnico and another on the street Insurgentes Norte Number 5, which were abandoned when CASTRO RUZ was arrested.
The very same FIDEL ALEJANDRO CASTRO RUZ, wrote and signed a list of Rules called “For the Inside of the House of Residence” in which he demands control over spending for maintenance, clothing, medicine, postage stamps, writing paper, giving each of them 10 Mexican dollars for personal expenses; that they be locked up within the residences by midnight, awake by 8 am, control over food, dormitories, instructions of a confidential nature to avoid being discovered, obligations of the Heads of Group in charge of the residences, making them see that in order to be prepared for an armed action, they need strict discipline, exhorting them so that in agreement with their moral capacity and their merits they might occupy the highest positions possible in the hierarchy.
The documentation of all the personnel that arrived was controlled by CASTRO RUZ, for reasons of security, receiving correspondence from his followers distributed in Miami, Tampa, New York, Costa Rica and Cuba, through Mrs. HILDA GADEA DE GUEVARA, a Peruvian political exile, with [1 line redacted] and who belongs to the APRISTA party of Peru, which is located at [redacted] which is led by CESAR PARDO ACOSTA, who was a senator in his Country. The husband of Mrs. HILDA GADEA, is ERNESTO GUEVARA SERNA, of Argentine nationality, an active member of the group of FIDEL ALEJANDRO CASTRO RUZ, in the position of Chief of Personnel.
Another person who receives correspondence from the exiles and who gives them lodging in her house at Emparan No. 49-C, is Mrs. MARIA ANTONIA GONZALEZ DE PALOMO, married to the Mexican wrestler AVELINO PALOMO.
The written propaganda of the “26th of July” Group is printed outside of the Mexican Republic, principally in Nicaragua and Costa Rica, since they have a great friendship with the leaders of the political exiles of this country, Col. MANUEL FLORES GOMEZ and CANSIO PEÑA.
They sustain themselves economically with money sent from their followers in Cuba, Miami, New York, Costa Rica, and diverse parts of Mexico, with their monthly expenses fluctuating around $400 dollars for the support of the forty members under their direct orders for training.
They gave written instructions to the personnel to establish connections with different sectors in Mexico: Mail, Telegraph, Magazines, Newspapers, Workers’ Centers, Political Associations, Universities, Official Centers, etc. The object of this was to obtain advantages in the carrying out of their activities in this Capital, questionnaires for each of their members, about their generals, the friendships they had or have in this country providing their names, addresses, ages, nationalities, and if these friends know each other, with the goal of making sure the movements did not fail due to indiscretion; in a discrete manner they also asked each of their members to answer a questionnaire giving their opinion of each of the other members, about their qualities, education, preparation, condition, discretion, performance in carrying out orders from their leaders, as well as which would be the most apt to carry the Journal of Operations.
FIDEL ALEJANDRO CASTRO RUZ claims to be a lawyer; he was given amnesty May 15, 1955, from his sentence of 15 years of prison that was imposed by the Tribunal of Urgency of Santiago de Cuba, for crimes against the stability of the Republic of Cuba, signed by the Chief of Command of the Isle of Pines JUAN M. CAPOTE FIAYO.
The principal Group Leaders within the aforementioned group are the following:
FELIX ELMUZA, JUAN ALMEIDA BOSQUE, CARLOS GOMEZ, RAUL CASTRO RUZ and UNIVERSO SANCHEZ ALVAREZ.
They deny any connection with the ex-president CARLOS PRIO SOCARRAZ [sic, Socarrás] who they say is completely unaffiliated with their movement, not receiving help from this political Group.
They employed as codes Mexican and Cuban postage stamps, which according to their classification and price expressed an encoded phrase, such as: “WE HAVE SPIES,” “I AM BEING VERY CLOSELY WATCHED,” “I WANT TO SEND A COMPAÑERO TO THIS,” “GROUP OF OTHER ORGANIZATIONS HAVE JOINED,” etc.
They possessed maps of their Country on which were located the different units of the Cuban Army, communications, and including neighborhoods of the City of Havana.
On the 24th day of the current month, we proceeded to investigate Rancho Santa Rosa, and managed to apprehend 13 more elements who are: ELECTO PEDROZA PINTO, HORACIO RODRIGUEZ HERNANDEZ, CALIXTO GARCIA MARTINEZ, SANTIAGO HIRZEL, EDUARDO ROIG, LUIS CRESPO CASTRO, AGUNDO FELIX AGUCAR RODRIGUEZ, ROLANDO SANTANA REYES, ARTURO CHARMONT, CELSO MARAZOTTO, OSCAR RODRIGUEZ DELGADO, RICARDO BONACHEA, y ERNESTO GUEVARA SERNA, along with the following weapons and munitions:
1.— 38-caliber Star pistol, automatic, mounted on rifle butt, and three clips: two special and one normal
1.— 30.06-caliber Winchester rifle with telescopic scope
3.—30.06-caliber rifles made in Mexico
2500—30.06-caliber cartridges made in Mexico
29.—45-caliber cartridges
12.—30-caliber Mausser [sic,Mauser] cartridges

Also arrested was the Spaniard VICTOR TRAPOTE, a sculptor and a veteran of the Spanish Civil War, with a residence at [redacted] who has a sculpting studio at [redacted], who also belongs to the “26th of July” group and serves as a link to Spanish political exiles.
In each house in which they reside, 8 to 10 people slept; in the house at Kepler and Copérnico the leaseholder is RAUL GOMEZ, of Cuban nationality; he rented it March 27, 1956, with the guarantor being Mrs. ORQUIDIA (?) PINO DE GUTIERREZ, who lives at the address Fuegos #791 in San Angel.
CONCLUSIONS
I. The revolutionary movement against the government of Cuba, according to the confessions of the detainees, would take place approximately seven weeks from now.
II. Their training in Mexico was in order to integrate cadres that will organize rebel groups in their country.
III. The weapons that were recovered from them were used for their training, as they have confessed that sympathetic groups in their country are armed in case of a revolutionary movement.
IV. The weapons that they had here in Mexico, were relatively few because, as referred to in the previous point, their acquisition is easy.
V. The purchase of the 30.06 cartridge made in Mexico in 1955 was carried out in the gun shops cited earlier in this report.
VI. They have links with political exiles of different nationalities residing in Mexico, principally with ones from Nicaragua and Costa Rica, led by MANUEL FLORES GOMEZ, and from Peru, led by CESAR PARDO ACOSTA.
VII. It is an independent group opposed to the Government of their Country, whose top leader is FIDEL ALEJANDRO CASTRO RUZ, who also organized the group, who says he has no direct connections with ex-president CARLOS PRIO SOCARRAZ and his group called the Authentic Party.
I put at your disposition the detainees, weapons, ammunition and diverse documents, as well as various objects.
