of discussions between the delegations of the Ministry of Internal Affairs of the People’s Republic of Poland and of the Ministry of State Security of the Democratic People's Republic of Korea
On June 30, talks were held in Warsaw between the delegation of the Ministry of Internal Affairs (MSW) of the People’s Republic of Poland (PRL), headed by Undersecretary of State Div. Gen. Władysław Pożoga and DPRK MSS delegation headed by Deputy Minister Gen. of the Branch Kim Yong-ryong.
In the course of the talks conducted in an atmosphere of brotherly friendship and mutual understanding, the two delegations informed each other of the political and operational situation in their countries and exchanged views on the further strengthening and development of friendly relations and cooperation between the security organs of both countries.
Both parties unanimously supported the strengthening and development of friendly relations and cooperation between the security organs of both countries, when, in line with the deep attention and concern of the leaders of the People’s Republic of Poland and the DPRK, they are expanding and developing traditionally brotherly relations of friendship and cooperation between our nations in all areas.
Both sides strongly condemned hostile espionage and sabotage
operations of the US intelligence services against the People’s Republic of Poland, the DPRK, and other socialist countries.
Guided by the concern to strengthen the security of both countries and in order to activate the fight against a common adversary, both sides agreed on mutual exchange of information:
- on the structure and composition of the intelligence organs of the enemy and its foreign stations;
- on the methods and measures of espionage and sabotage activities of the enemy intelligence services;
- on the espionage and sabotage operations of the adversary’s intelligence services against the People’s Republic of Poland and the DPRK, including the [diplomatic] representations and citizens of both countries;
- on the structure and composition of international terrorist organizations and the methods and means used in their activities.
Both parties agreed that exchange of this information would be carried out through the DPRK embassy in the People’s Republic of Poland and the Polish Embassy in the DPRK. Furthermore, both parties agreed to exchange experiences in improving and modernizing operational technology with each other and to cooperate in the supply of technical equipment necessary for operational work, based on existing intergovernmental agreements in the purchase of special technology produced and used in capitalist countries.
The DPRK MSS delegation officially invited the delegation of the Ministry of Internal Affairs, headed by the Minister or his Deputy, to visit the DPRK in 1986 at a time convenient for the Polish side.
