The Ministry of Foreign Affairs of the Union of Soviet Socialist Republics presents its compliments to the Embassy of …… and, per instructions from the USSR Government and as one of the depositories of the Treaty on Non-Proliferation of Nuclear Weapons, has the honor of advising you that the Treaty will be open for signing in the capitals of the Depository-Governments of the Treaty (in Moscow, Washington, and London) on 1 July 1968.

In accordance with Article IX of the Treaty, it is open for signing by all states.

In Moscow, the Treaty will be signed by representatives of the Depository-Governments at 10:30 on 1 July. Then signing of the Treaty will resume the same day at 11:30. Signing will take place in the Reception House at address: Vorob’yevskoye shosse, d. 42. It is intended that representatives of countries which intend to sign the Treaty will preliminarily inform the USSR Ministry of Foreign Affairs (telephone No. 44-26-57).

Following this, the Treaty may be signed daily (except for Saturday and Sunday) at address: ul. A. Tolstogo, dom 17.

Parties who have been empowered to sign the Treaty should present their credentials in the proper manner. It is desired that corresponding credentials be presented to the USSR Ministry of Foreign Affairs in advance. Temporary credentials (telegraphic or in the form of embassy notes) may be presented, as long as they will be subsequently replaced by authentic credentials.

 

Minister of Foreign Affairs A.A. Gromyko will sign the Treaty in Moscow in the name of the Soviet Union.

 

Advising you on the aforementioned, the Ministry in the name of the current government invites a representative from your country to sign the Treaty on Non-Proliferation of Nuclear Weapons in Moscow, preferably on the first day of signing.
