Premier Zhou Enlai's Note to North Korea on His Willingness to Establish Diplomatic Relations with China

Minister of Foreign Affairs Pak Heon-yeong [Pak Hon Yong]:
On behalf of the Central People’s Government of the People’s Republic of China, I was pleased to receive your telegram of October 4th of this year notifying [us] of your government’s decision to establish diplomatic relations between the Democratic People’s Republic of Korea and the People’s Republic of China. I now inform you that the Central People’s Government of the People’s Republic of China warmly welcomes the establishment of diplomatic relations between the People’s Republic of China and the Democratic People’s Republic of Korea and the immediate exchange of ambassadors.
