PROPOSALS

OF THE ECONOMIC RESEARCH COMMITTEE OF THE USSR COUNCIL OF MINISTERS IN CONNECTION WITH THE SITUATION IN XINJIANG

 

The USSR Council of Ministers Economic Research Committee considers it necessary to carry out the following steps in order to prevent the defeat of the Muslim national liberation movement in Xinjiang and to consolidate the Muslim successes in the struggle against the Chinese:

 

1. Propose to the Muslim members of the Xinjiang government, Ahmetjan QASIMI, Burhan SHAHIDI, Rahim Jan SABRI, Saypiddin AZIZI, and Abdukerim ABBASOV, who have left the city of Urumqi for Ghulja [Yining] that they address a letter to the chief of the northwest headquarters [stavka, SIC], Zhang Zhizhong, and USSR General Consul in Urumqi (the mediator in the 1946 talks) in which it points out that they left Urumqi owing to the outburst of Chinese reactionaries, the direct violation of the provisions of the 6 June 1946 agreement by the Chinese, and the intolerable situation which has been created for them for further productive work in the Xinjiang government. Demand that the Chinese cease persecuting progressive elements, immediately release the Muslim leaders who have been arrested, punish those responsible for their arrest, remove Masud SABRI from the post of chairman of the Xinjiang government, and precisely comply with all the terms of the 6 June 1946 agreement. Also indicate in the letter that in the event that the Chinese satisfy these demands they are ready to immediately return to Urumqi and continue work in a Xinjiang government headed by Zhang Zhizhong.

 

A decision about the possibility of the Muslim members of the government returning to Urumqi in the event of a positive response from the Chinese is to be made later depending on the circumstances.

 

2. Step up the partisan movement of Muslims which has begun against the Chinese in the Turfan Oasis of Urumqi district under the slogan "Struggle for the Observance of the 6 June 1946 Agreement" and at the same time develop a partisan movement in Southern Xinjiang (Aksu [Akesu], Kuqa [Kuche], and Kashgar [Kashi] districts), where a considerable number of the participants of the 1944-1946 uprising against the Chinese live.

 

Use the mass arrests of Muslims in Kashgar by the Chinese authorities and also the ever-increasing arbitrary actions of these authorities with respect to the local population as a pretext to renew the struggle against the Chinese in the south of Xinjiang.

 

Send former leaders of the insurgent movement there illegally who are temporarily living in the Uzbek and Tajik SSR's, (KARAVANSHO-BEK and AKYUL'BEK TAJIMULLAYEV, TAIRBEK MIRZA AHMEDOV, MUKHTAR ABDUKERIMOV, and others), to lead the partisan movement in the south of Xinjiang.

 

Help the partisans of Xinjiang with weapons and ammunition, sending them secretly from the Soviet Union.

 

3. Give urgent aid to the Muslim national forces (12,000 men) with additional weapons, supplies of ammunition, and also spare parts for motor transport.

 

4. Suggest that the leaders of the Muslim progressive movement in Xinjiang create an "Association to Promote Peace in Xinjiang" centered on Ghulja which in fact should assume leadership of the national liberation movement, acting under the slogan of a struggle to implement the 6 June 1946 agreement .

 

This Association is to be organized so that, if necessary and in suitable conditions, it can be turned into a legal political party capable of leading the national liberation movement of Muslims in the next stage of its development.

 

The "Association to Promote Peace in Xinjiang" will create district and primary organizations, giving first priority to enlisting the leading elements of the Muslim population and also progressive Muslim leaders, religious, and tribal authorities in order to use them to expand the influence of the Association on the broad masses.

 

Publish an appeal to the Muslim peoples of Xinjiang in the name of the "Association to Promote Peace in Xinjiang" calling for the joining of efforts in the struggle for peace in the province on the basis of the 6 June 1946 agreement with the Chinese and giving a vigorous rebuff to the Chinese reactionaries who are violating the terms of this agreement.
