[I am] reporting the following information.

Recently the Western information agencies, in particular the American commercial companies, with the help of the USA CIA and the so-called "Cuban Revolutionary Council" in exile, have been disseminating fabrications regarding the arrival to Cuba of apparently 5 thousand Soviet troops and a large number of Soviet ships with modern heavy armaments.

In connection with this, Fidel CASTRO and Raoul CASTRO, during a discussion with a KGB representative in Havana, stated that the revolutionary government possesses information that the internal Cuban counter-revolution and the USA CIA agents in Cuba are intensifying the dissemination of rumors and sending anonymous letters and agent reports to the USA and to the American base in Guantanamo stating that the transports arriving from the Soviet Union are apparently delivering troops and heavy armaments to Cuba.

From captured agent correspondence, the Cuban friends determined that the USA CIA, through its agents in Cuba, is maintaining continuous observation of Cuban ports where Soviet ships arrive, as well as naval communications which they follow to Cuba. In their reports American agents are falsely calling the Soviet industrial equipment arriving to Cuba--weapons, and the Soviet specialists--military units.

F. CASTRO and R. CASTRO further stated that to avoid the use of these provocative reports for propagandistic goals by the internal counterrevolution and the American propaganda, the Cuban security organs have established full control over foreign correspondence, and letters containing provocative reports are being confiscated.

As a result of these measures, an illegal communications channel has been taken over, which had been used by a large CIA agent network tied directly to the Guantanamo base and headed by the leaders of the Cuban Masonic organization. The Cuban security organs have confiscated an important agent report with an attached map of the area. The report contained information on the unloading of Soviet ships and the transportation of industrial equipment to a number of apparently military camps.

At the end of the meeting, F. CASTRO and R. CASTRO stated that the revolutionary government is taking measures to suppress provocative rumors and expose their disseminators.

The Deputy USSR Minister of Defense, cde. A.A. GRECHKO, has been informed.
