Please approve the attached draft reply to a telegram of Malinovsky. I have coordinated the draft with Cdes. Antonov and Bulganin:
“to the Commanding General of the Transbaykal-Amur Military District Marshal Malinovsky.
In reply to your cable Nº 6233/6 I inform you of the following instructions for guidance:
1. In connection with the fact that our troops have already begun to withdraw from Manchuria it is recommended that during further discussions with the Chinese [you] do not accept obligations to guarantee the security of the introduction of Chinese troops into Manchuria.
2. Agreement can be given to the arrival of representatives of the Chinese Central Government from Changchun at the ports of disembarkation of the Chinese troops Huludao and Yingkou.
3. The arrival in Mukden and Changchun of detachments of Chinese by air can be permitted four or five days before the departure of our troops from these points.
4. In accordance with an agreement between the Soviet Union and China do not object to the organization of a civil administration on the territory of Manchuria.
5. Instructions concerning the question of the creation of a civil administration and a Chinese-Soviet military commission in Port Arthur will be given additionally. ANTONOV”
