Telegram from Romanian Ministry of Foreign Affairs to the Romanian Ambassador to The Democratic Republic of Vietnam

We request that you transmit to Cde. Ion Moanga, the ambassador of SR Romania in DR Vietnam, the following:

For your personal information, we communicate that on 25 May of this year, on the instructions of the party leadership, comrade Paul Niculescu-Mizil received Hoa Tu Truc, the charge d’affaires of the DR Vietnam in SR Romania and requested that he bring to the attention of the Workers’ Party of Vietnam the following:

During the stay in Beijing the Romanian governmental and Party delegation, led by Emil Bodnaras, which visited DR Vietnam, had a discussion with Zhou Enlai in the course of which he made known to the Chinese comrades the point of view of the Romanian Communist Party and the Workers’ Party of Vietnam, according to which those two parties consider it necessary the common manifestation of solidarity of the socialist countries on the Vietnam problem.

The Chinese listened to that communication and agreed to discuss the issue on the occasion of the visit of comrade Zhou Enlai in the SR Romania.

The same communication was made to the Soviet comrades on the occasion of the meetings between Nicolae Ceausescu and Leonid Brezhnev, explaining that the Romanian Communist Party and the Workers’ Party of Vietnam have a common point of view on this problem. The Soviet comrades were in agreement with the idea of a manifestation of solidarity of all of the socialist countries on the Vietnam problem.
