[1] 一九四九年十－月二卡四日，东北人民政府主席高岗、副主席李富春、林枫、高崇民致电周恩来：东北境内中朝两国居民间经济、债务、亲属等关系颇为密切，往来频繁． 关于出国旅行证问题，今春曾与朝鲜政府协议，朝鲜外务省发放公务人员出国护照，内务省发放一般居民出国旅行证〈限东北地区〉． 我方由外事局填发公务人员出国护照，公安部发放一般居民出国旅行证，不需签证。双方相互信任，作为正式建立领事关系． 前之临时办法，朝鲜方面早已执行，但我方国未得中央批示，迄今公务人员及一般居民还都由外事局发放，颇感不便。电报请示：一般居民出国旅行证，是否可由东北公安部统一制定，委托各省公安厅代发。
