Deng Xiaoping and Kim Il Sung discuss a range of issues, including agriculture in North Korea, Koreans in Japan, and the situation in South Korea.

Both Mikoyan and Peng Dehuai strongly urge the KWP Presidium and Kim Il Sung to consider rehabilitating those involved in the August Plenum Incident. Choe Yong-geon suggests that they will be restored to the Central Committee, but not necessarily to their original positions, and certainly not to the Presidium. As for those who fled to China, both Choe and Kim say that they will be allowed to rejoin the party, but not the Central Committee and will not be guaranteed their old positions.

Zhou Enlai and Kim Il Sung discuss economic cooperation between China and North Korea, including industrial development in North Korea, Chinese economic support to North Korea, bilateral trade, Chinese training of North Korean technicians, agricultural development in North Korea, cross-border migration, and development strategies in the DPRK.

Kim Il expresses gratitude on the statement of Soviet Union on the issue of the peaceful reunification of Korea. Kim Chang-man mentions the DPRK VNS proposals which stress the peaceful reunification of Korea sweeps through the South Korea. He also reports that the South Korea currently suffer a serious electricity shortage. Ri Gyo-sun says there will be a massive propaganda on DPRK VNS proposals planned to Japan.

Pak Yong-guk seeks support for North Korea's position on developments in South Korea, while Kim Il Sung engages in a wide ranging discussion on the economy, reunification, education, and Koreans in Japan with Puzanov.
