Ulbricht writes to Khrushchev regarding the closing of the border between east and west Berlin.

The Presidium decides to promulgate a declaration on Hungary in which Soviet withdrawal and relations with the new government will be addressed. Members discuss the language of the new declaration and the advice of the CPC CC regarding the status of Soviet troops. The declaration is also intended to address the broader crisis in Soviet relations with people’s democracies.

Gomulka describes the 1956 Polish protests and his confrontation with Soviet authorities.

The two leaders discuss global imperialism, nuclear disarmament, and peace talks with the GDR. Khrushchev brings up the strained relations between of the Soviet Union with Albania and China. Albanian leaders appear to take a strong position against the USSR and in favor of China and even Western nations such as Italy and France. The two leaders also go over the situation in Laos and South Vietnam.
