Report on a 1945 plebiscite to affirm the independence of the Mongolian People's Republic. The plebiscite was held as part of the terms of the Sino-Soviet Treaty of Friendship and Alliance, in which the nationalist Republic of China recognized the MPR in exchange for control of the province of Inner Mongolia, which had been occupied by Soviet and Mongolian troops during WWII.

Tsedenbal's diary entry on his conversation with Anastas Mikoyan regarding Soviet economic aid and cooperation with the Mongolian People's Republic. Tsedenbal asks Mikoyan to forgive upcoming payments due and provide additional materials and Soviet workers for construction of railroads. Mikoyan tells Tsedenbal that the Soviets will help, but that Mongolia must prepare its own workforce and not be dependent on Soviet or Chinese help. The two also discuss trade issues and Chinese designs on Mongolia.

Zhou Enlai and Vyshinshy discuss the exchanges of land made in August 1945 in Manchuria and Inner Mongolia. The relinquishing of Port Arthur (Lüshunkou) and Dalian are mentioned.
