    Nam Il and Ivanov discuss the agricultural tax and the issue of Soviet Koreans in the Party. In another meeting, Pak Jeong-ae assures Ivanov that the KWP CC is going to widely disseminate translations of speeches made by Bulganin and Khrushchev.

    Kim Seung-hwa speaks to Filatov about his recent inspection trip to a fertilizer plant. Kim says that he does not support the KWP CC Presidium decision “The Further Strengthening of the Fight Against Reactionary Bourgeois Ideology in Literature and Art” and its proponents’ aim to characterize Soviet Koreans as an anti-Party faction.

    Puzanov notes his protocol visits to other foreign representatives in North Korea. He relays his understanding of the DPRK's five-year plan to the Ambassador of China, Qiao Xiaoguang. Later, Puzanov summarizes Pak Jeong-ae's explanation of the need for increased vigilance against South Korea as well as news of an upcoming conference of women.

    During a one-on-one conversation between Puzanov and Pak Jeong-ae, Pak justifies North Korea's efforts in agricultural collectivization and claims that the KWP CC is not waging a campaign against Soviet Koreans. Then the two discuss prominent DPRK officials and how they are assessed in the party.

Later, Puzanov discusses the CPSU CC's approval for education and cultural exchange as well as the Plenum's June decisions with Pak Jeong-aei.

In his conversation with Pak Jeong-ae and Kim Chang-man, Puzanov suggests that Soviet journalists visit many different sectors of DPRK society to provide a more thorough understanding of North Korea.

The anti-Party group discussion will resume after Kim Il Sung's visit to Moscow for the 40th anniversary of Great October. Pak also notifies Puzanov of the final leadership decisions regarding Kim Du-bong and Pak Ui-wan.

Zhou and Kim also touched on issues relating to U.S.-Japan relations, inter-Korean relations, Chinese development, the Great Leap Forward, U.S. global strategy, Korean nationals in Japan, and Taiwan.

    Puzanov invites Kim Il Sung and all Presidium members to attend the 10th anniversary of the PRC-USSR Treaty. Kim Chang-man reports hat the DPRK state budget for 1960 and public health will be considered at the upcoming Supreme People's Assembly meeting.
