    Chief-in-Charge Osman updates Chef de Cabinet Narasimhan on recent ROK developments: North Koreans attacked a ROK Navy broadcasting vessel due to the belief that the vessel was in North Korean territorial waters; ROK's persistant opposition to U.S. force reductions, especially in light of the recent attack; and a discussion between Cambodian and ROK delegations concerning ROK's non-military assistance to Cambodia.

    In connection with the 20th anniversary of the Korean War, the governments of North Korea and South Korea have made statements on the requirements for unification. Additionally, North Korean agents infiltrated the ROK National Cemetery and attempted a bombing.

    Secretary of State Rogers and Ambassador Porter relay to the ROK government the U.S. decision to reduce troops. In reaction, opposing political parties united to urge President Park to press for the cancellation of the reductions.
