    This document highlights the Russian military’s concerns about the potential of losing the Southern Kurils to the Japanese. The document stresses that Japan still sees Russia as its most probable enemy in the Far East, and has plans to capture the islands in wartime. Losing these islands would present formidable obstacles to the Soviet Union because the Japanese and their American allies would have direct and unimpeded access to the Sea of Okhotsk, while the Russians would be prevented from conducting air attacks against U.S. aircraft carrier force east of the Tsugaru Strait. The document also provides statistics on Soviet-US submarine collisions and Japanese violations of Soviet/Russian territorial waters.

    An outline of the reasons for the deterioration of the 4th block, largely owing to ventilation problems causing condensation to form, which freezes during winter and causes decay that can lead to the washing of nuclear particles into the surrounding atmosphere/groundwater. This note stipulated that the EU should demonstrate consensus in support of extending the NPT and persuading non-members to join the treaty.

    The EU Working Group on Non-Proliferation developed the first draft what later became the Council Decision 94/509/CFSP. The draft identified three decisions: to convince states outside the Treaty to join it; to encourage participation in the remaining Preparatory Committee meetings;and to build consensus for indefinite extension. The proposal was a so-called “A” Item, meaning that the Foreign Ministers would not even discuss it; they only were to approve it.
