It also includes letters that a Chinese government delegation and Enver Hoxha exchanged for Albania's tenth anniversary, as well items on Vietnam, Indonesia, Taiwan, the United States, the Soviet Union, and the United Nations. In terms of domestic policy, among other topics, it provides instructions for issuing bonds to help build the nation's economy, regulations for arrest and detention, and regulations for urban residence committees.

East German Record of a Meeting of Delegation Leaders at the Eleventh Interkit Meeting in Poland

This record of a meeting of the delegation leaders attending the 11th Interkit meeting addresses China's strategy in the area of international relations. The document expresses concern regarding Beijing's policies and calls for unity among the Communist countries. International issues discussed include Soviet-Korean relations, i.e., the Belgrade meeting between Soviet leader Leonid Brezhnev and his Korean counterpart Kim Il Sung. Conditions in Albania, Romania, and Yugoslavia, and the positions of these countries within the Communist bloc, are critically assessed. Another topic is the improvement of anti-Maoist propaganda.

Chinese Premier Zhou Enlai meets with a delegation from Albania, and discusses with them Mao Zedong's 'Ten Theses on the Work in the Village.' The Albanians reaffirm their belief in the philosophical teachings of Mao, especially about opposing the dangers of revisionism. The group agrees that there were points at which Stalin was wrong, but that it would be wrong to publicly proclaim it.
