This issue features a copy of the telegram that Mao Zedong sent to Gamal Abdel Nasser when he won the Egyptian presidential election. It also includes messages that the Prime Minister of Cambodia, Khim Tit, exchanged with Zhou Enlai after their respective countries signed an economic aid agreement. Other sections discuss checking the implementation of the First Five-Year Plan, educational matters, funded medical treatment for retired state agency employees, and various provincial administrative concerns, such as transferring districts from Jiangxi to Anhui Province.

This issue includes congratulatory telegrams from Mao Zedong, Liu Shaoqi, and Zhou Enlai, which applaud the establishment of a Preparatory Committee for the Tibet Autonomous Region. It also features instructions to prevent forest fires and improve the working conditions of intellectuals. This issue begins with an announcement from Mao Zedong to end the state of war between China and Germany. It then features several reports about the Bandung Asian-African Conference in Indonesia, including a statement about the bomb explosion that sought to target Zhou Enlai on the way there. Other sections cover topics such as Sino-Indian relations, the creation of a Third Ministry of Machine Building to oversee developments in aviation, and the establishment of ethnic autonomous areas.
