In this telegram Zhou Enlai informs Wei Guoqing that a ceasefire is in the works and asks him to propose to the Vietnamese side to that they work out a plan for withdrawal of the People's Army.

Telegram, Zhou Enlai to Wei Guoqing, and report to the CCP Central Committee (excerpt)

In this telegram Zhou Enlai informs Wei Guoqing and the CCP Central Committee that the Western countries have raised the question of sick and wounded soldiers at Dien Bien Phu and are criticizing the Soviet Union. Enlai wants to counter the enemy plots with propaganda, but in the meantime thinks it would be better if some captured senior officers issued statements concerning the "humanist measures" being taken by their captors - but not by force.

Telegram, Zhou Enlai to Mao Zedong, Liu Shaoqi and the CCP Central Committee, 'A Brief Report on the Meetings at Liuzhou'

During this first meeting in Liuzhou, the Comrade Vo makes a comprehensive presentation. Later, Zhou will give a report on the Geneva Conference and the international situation.

Zhou reports on his meeting in Liuzhou with Viet Minh General Vo Nguyen Giap and military advisor to the VWP Comrade Wei Guoqing. Both men made reports. Zhou then discussed issues at the Geneva Conference.

June 20, 1954

Telegram, CCP Central Committee to Wei Guoqing, Qiao Xiaoguang and Convey to the Vietnamese Workers Party Central Committee, Regarding the Meeting between the Premier and Comrade Ding

The CCP informs Wei Guoqing et al that while Molotov, Eden, and Smith are absent, the conference will discuss military issues regarding Indochina. Zhou has met with Molotov about this, and wants to meet with several Chinese and Vietnamese officials.
