The Polish Embassy in Romania reports on trends in Romanian foreign relations. There are signs of rapprochement with the other socialist countries in the Warsaw Pact after Romania reversed course to join Comecon. Yet Ceaușescu continued to court China and the United States as well.

The Soviet leadership discusses the state of Soviet foreign policy after the Hungarian crisis and Khrushchev’s visit to the US. Molotov criticizes Khrushchev for recklessness in foreign policy direction. Soviet inroads in the Middle East and the Third World are analyzed. The effects of the crises in Eastern Europe are placed in the context of the struggle against US imperialism.

A report by the Deputy Minister of Internal Affairs, Mircho Spasov, on the Ministerial Meeting in Bucharest of delegations from Romania, Bulgaria, Czechoslovakia, Hungary, and the Soviet Union. The meeting called for focusing on preventing subversive acts of Western intelligence, improving exchange of information, and conducting joint operations.

A report on the political climate in Western Europe and the activities of the Bulgarian communities abroad. The author concludes that since a new war seems imminent, the diplomatic and intelligence apparatus needs to be overhauled and old cadres dissmissed.

Transfer of Soviet troops and missiles to various Eastern European countries.

This memorandum provides an overview of the meeting between Bulgarian leader Todor Zhivkov and Leonid Brezhnev. The two discussed international affairs, specifically escalating tensions with the U.S. and NATO, and Soviet interest in maintaining and strengthening detente. In response, a new international summit of the communist parties is proposed.

Georgi Chankov and Vulko Chervenkov present a report before the BCP CC on their recent meeting with Joseph Stalin, Georgi Malenkov and Nikolai Bulganin in Moscow. Among the issues discussed were the ongoing purges in the BCP, the role of the Agrarian Movement in the government, the state of the Bulgarian armed forces and the Bulgarian industrial and agricultural production.

There is a mention of the several different secretaries of different communist countries—Czechoslovakia, Bulgaria, Korea. The need to improve economic situations and living standards in all countries is addressed, including the rebuilding of areas destroyed in the Korean war.

The CPSU, PUWP, SED, CPCz, HWSP, and BCP met to discuss an upcoming conference devoted to the discussion of the “Problems of Peace and Socialism.” China was another focus of the meeting, particularly the implications of the expansion of its industrial-military complex.
