Kohl and Ghali discuss Germany's international position after unification and the end of the Cold War. Kohl argues that many were surprised by the return of "old demons" in former Yugoslavia. He emphasizes the long-term objective of establish a new sort of European crisis management exluding a repetition of violent conflicts. This was the rational for his strong engagement in favor of the Maastricht Treaty.

This memorandum is a compendium of comments about the Treaty of Tlatelolco made by different delegations at the UN. It includes statements by the delegates from the United States, Brazil, Ireland, Ethiopia, Austria, Italy, Pakistan, El Salvador, Mauritania, Iraq, Greece, Spain, Tanzania, Zambia, the Netherlands, Argentina, Venezuela, Sierra Leone, Canada, Jordan, Ecuador, Guyana, Colombia, Malta, Panama, Bolivia, Costa Rica, and Peru, in that order.

Report of the Representative of Mexico, Ambassador Alfonso García Robles, 22nd Session of the United Nations General Assembly (Part Two), First Commission

Alfonso Garcia Robles explained how the Mexican delegation tried to gather the support of the Latin American countries for the NPT draft. These countries prepared and presented modifications to the NPT text, and the United States and the Soviet Union accepted some of these proposals. Garcia Robles reported that the Argentinian and Brazilian representatives said they recognized the value of the NPT but would not support it if it kept its clause prohibiting peaceful nuclear explosions. The Ambassador also reported the Soviet positive reactions toward the Treaty of Tlatelolco. Garcia Robles recounted the skepticism of some delegations toward the NPT. He recommended not to sign the NPT in 1968 unless the Soviet Union signed Protocol II of the Treaty of Tlatelolco, which includes negative security assurances.

Letter, Foreign Minister Václav David to Prime Minister Viliam Široký

Czechoslovakia participated in the Ten Nation Committee on Disarmament, a short-lived outfit which was mired in superpower infighting and consequently made no substantive progress. This letter, written from Czechoslovakia’s Foreign Minister Václav David to Prime Minister Viliam Široký, is nonetheless informative, as its attachment contains a memorandum outlining Soviet proposals for general and complete disarmament in three phases.

Alva Myrdal, 'New Roads to Disarmament'

The author of “New Roads to Disarmament," Alva Myrdal was head of Swedish disarmament policy from 1962 to 1973. In her 1967 paper presented at the Institute of International Affairs in Warsaw, Belgrade, and Zagreb in 1967, Myrdalpositions nuclear disarmament in its broader context and elaborates on her visions of a new world order. She would publicize many of these same thoughts and observations in her 1976 book, The Game of Disarmament. How the United States and Russia Run the Arms Race. In 1982, she received the Nobel Peace Prize for her work on disarmament.

Palestine Delegation in Peking

Formed in 1964, the Palestine Liberation Organization (PLO) was not the first Palestinian organization after the nakba (catastrophe), the escape from violence and the Israeli expulsion of a good half of Palestinians in 1948. The two most important earlier organizations were Harakat al-Qawmiyyin al-‘Arab (Arab Nationalists Movement [ANM]) and Harakat al-Tahrir al-Watani al-Filastini (Palestinian National Liberation Movement [Fatah]).

Founded in 1951 in Beirut, ANM became committed to Egyptian President Gamal Abdel Nasser (1918-1970) and his version of pan-Arab nationalism, which it saw as the means to liberate Palestine, opening a separate Palestinian branch in 1959. (In 1967, it would give rise to the leftist Popular Front for the Liberation of Palestine (PFLP), which split in 1968, one wing forming the Popular Democratic Front for the Liberation of Palestine (PDFLP)).

Rejecting Arab states’ tutelage, Fatah was officially born in 1959, though organizational activities began in 1956 and though it built on military cells operating from Egyptian-ruled Gaza from the early 1950s. After Arab armies’ crushing loss against Israel in the Six-Day War of 1967 killed any remaining hopes, weakened since the early 1960s, that Arab armies would liberate Palestine, Fatah grew in strength. In 1969, it took command of the PLO. The latter had been founded in 1964 for several reasons. Nasser hoped to weaken Fatah and Syria, a state then in competition with him. Also, the PLO served (upper) middle class Palestinians some of whom—like Ahmad al-Shuqayri (1908-1908), Palestine’s representative to the Arab League and the PLO’s founder and first chairman—had played a Palestinian political role until 1948 and wished to do so again. And these men and women believed Palestinians needed their own statist entity, as Yezid Sayigh’s monumental Armed Struggle and the Search for State: The Palestinian National Movement, 1949-1993 (1997) notes.

In 1965, PLO delegates led by Shuqayri for the first time visited the People’s Republic of China (PRC), as reported in the English issue of the multi-language international organ Peking Review. Already in 1964 a small Fatah delegation led by Yassir Arafat (1929-2004) had accepted an invitation to visit Beijing, founding an office there. Sure, upon its establishment in 1949 the PRC had de jure recognized Israel, following the lead of the Soviet Union that acted as its older brother in the communist camp. (Israel in turn was the first Middle Eastern state to recognize the PRC, in 1950.) But after the PRC and the USSR split in 1960, Beijing amplified its anti-imperialist rhetoric and policies versus the Soviet Union and the United States, as Gregg Brazinksy’s Winning the Third World: Sino-American Rivalry during the Cold War (2017) has shown. It was in this context that it from the mid-1960s delivered arms especially to Fatah and the PLO—it soon also would train fighters—and that it politically embraced the Palestinian cause. The PRC framed this policy as that of one “revolutionary people” helping another one, a story strand in Paul Chamberlin’s The Global Offensive: The United States, the Palestine Liberation Organization, and the Making of the Post-Cold War Order (2012). By the early 1970s, however, Chinese support became more lukewarm. Moreover, after the death of Chairman Mao Zedong (1893-1976), relations with Israel cautiously warmed, though remaining surreptitious until the establishment of full diplomatic ties in 1992.

Elaine Mokhtefi, 'Algiers: Third World Capital. Freedom Fighters, Revolutionaries, Black Panthers' (Excerpts)

The author of the book from which the below excerpts are taken, Elaine Mokhtefi née Klein, is a US American of Jewish origin born in 1928 in New York. She became politically involved there in the late 1940s. In 1951, she moved to Paris, where she worked as a translator for various anti-racist and anti-colonial movements. It was in the French capital that she met Algerian independence activists and became involved with the Front de Libération Nationale (FLN), which was founded in November 1954 and started Algeria’s independence war. She participated in the 1958 All-African People’s Conference in Ghana (for which see also the entry on Frantz Fanon’s FLN speech). In 1960-1962, she worked in New York for the FLN. FLN representatives stationed in the United States sought to contact US politicians and officials, and in New York successfully lobbied at the United Nations headquarters during its war against France, as Matthew Connelly showed inA Diplomatic Revolution: Algeria’s Fight for Independence and the Origins of the Post-Cold War Era (2002). Moreover, already at this time the FLN was deeply involved with various other anticolonial liberation movements, as Mokhtefi’s fascinating book illustrates. When Algeria became independent, in 1962, she moved there. She worked in various official capacities, inter alia for the Algeria Press Service. And due to her New York experience and command of English, she often was asked to work with representatives of foreign independence movements, including the US Black Panther Party (BPP), whose presence in Algeria in 1969 and its effect on the BPP’s take on the Arab-Israeli conflict has been studied in Michael Fischbach’s Black Power and Palestine: Transnational Countries of Color (2018). Many such movements were assisted by the Algerian government, which saw itself as a player in multiple overlapping anticolonial and postcolonial frameworks, including African unity, Arab unity, Afro-Asianism, and Third Worldism, as Jeffrey Byrnes has shown in his Mecca of Revolution: Algeria, Decolonization, and the Third World Order (2016). Mokhtefi was for political reasons forced to leave Algeria in 1974, accompanied by her Algerian husband, the former FLN member Mokhtar Mokhtefi. They settled in Paris, and in 1994 moved to New York.

Complaint of Failure by the Iranian Government to Comply with Provisional Measures Indicated by the International Court of Justice in the Anglo-Iranian Oil Company Case (S/2357)

In 1901, Iran granted an oil concession to a foreigner: William Know D’Arcy (1949-1917), a British national who before had worked in mining in British imperial Australia and New Zealand. The 60-year concession gave the Iranian government, then led by the Qajar dynasty (1794-1925), 16-percent of annual profits. In 1908, D’Arcy’s engineers found oil in the southwestern province of Khuzistan, bordering Ottoman Iraq. The same year, D’Arcy’s company became the Anglo-Persian Oil Company (APOC; from 1935 Anglo-Iranian Oil Company [AIOC]; from 1954 British Petroleum [BP]), which by 1913 began to commercially exploit Iranian oil. In 1914, the British government bought 51-percent of APOC’s shares and hence effectively its control, which mattered particularly to the Navy, the world’s largest, that was shifting from coal to oil combustion. In 1933, the 1901 concession was moderately revised. Iran now received 20-percent of annual profits, and APOC made other minor concessions, agreed on in a meeting between Reza Shah Pahlavi (1878-1944, r. 1925-1941) and APOC Chairman John Cadman (1877-1941).

Iranian AIOC laborers’ and the Iranian public’s complaints about the status quo grew audible after the Anglo-Soviet occupation of Iran opened up the political sphere in 1941. Later that decade, nationalist parliamentarians, including Muhammad Musaddiq (1882-1967), began to demand a new agreement along the lines of the 50-50 profit-sharing deal that Venezuela’s 1943 Hydrocarbons Law had successfully imposed on foreign oil companies. AIOC refused. Its 1949 counter-offer was accepted by Muhammad Reza Shah Pahlavi (1919-1980, r. 1941-1979) but rejected by parliament, not the least because in 1950 also Saudi Arabia got a 50-50 profit-sharing deal with ARAMCO. In April 1951, parliament elected Musaddiq Prime Minister.

Having for a long time criticized AIOC’s role—and by extension Britain’s influence—in Iran, Musaddiq demanded AIOC respect sovereign control. When it refused, he cancelled its concession and nationalized its assets in Iran. The following two years were fateful. They ended with a CIA-led coup d’Etat that in 1953 ousted Musaddiq, turned Iran into a US client, and allowed the US government to bring (initially not quite willing) US oil companies into Iran, sidelining BP, and to create a consortium in 1954 that paid Iran 50-percent of its profit. Moreover, Iran’s oil nationalization drama was an international affair. Anticolonial masses treated Musaddiq as a hero also outside Iran, as Lior Sternfeld shows in “Iran Days in Egypt: Mosaddeq’s Visit to Cairo in 1951” (2015). And Christopher Dietrich’s Oil Revolution (2017) demonstrates that among anticolonial elites in many non-Western countries and at international organizations like the United Nations (UN), Iran’s case sharpened conversations about and demands for economic decolonization, i.e. for politically independent countries’ right to also exercise sovereign rights over their resources. (Publics were involved in these debates, too.)

In New York, Iran’s UN delegate Djalal Abdoh (1909-1996) was a leading voice in this regard, together with colleagues especially from Latin America, the Middle East, and Asia. Moreover, Musaddiq himself addressed international organizations on economic decolonization. In June 1952, he was at the International Court of Justice in The Hague, The Netherlands, which would accept Iran’s claim that AIOC’s nationalization was a domestic Iranian rather than an international legal matter. And on October 15, 1951, he addressed the UN Security Council’s 560th meeting in New York, speaking in French; as he was frail, after a while Allahyar Saleh, Iran’s ambassador to the United States, took over.
