Memo to V. V. Kuznetsov Regarding Proposed Clarifications to the NPT

This memo to Vasily Kuznetsov, First Deputy Foreign Minister of the USSR, includes proposed amendments and clarifications to various articles and sections of the NPT. Topics of the proposed amendments include an emphasis on the continued importance of sovereignty and territorial integrity and the exchange of research and technology on peaceful uses of nuclear technology. The document also describes how to proceed in negotiations with the American side, as well as with several Warsaw Pact countries, and to telegraph once the requests in the memo have been delivered.

[First Deputy Minister of Foreign Affairs] Vasily Kuznetsov to the Soviet Delegation in New York

This document is a communication to the Soviet UN delegation in New York, written by Vasily Vasilievich Kuznetsov, the First Deputy Minister of Foreign Affairs. The Soviet Ministry of Foreign Affairs describes its contingency plan in case the US and UK refuse to sign the NPT in Geneva. This plan entails opening the treaty for signatures at the same time in Moscow, Washington, and London, using (presumably) the 1966 Treaty on Principles Governing the Activities of States in the Exploration and Use of Outer Space, including the Moon and Other Celestial Bodies as a precedent for signing an agreement in three places at once.

Transcript of Discussions with Representatives of the Chinese People’s Republic and The Communist Party of the Soviet Union on the Return of the Romanian Delegation from Vietnam (Moscow)

This document is a transcript of a conversation between A. N. Kosygin and I. Gh. Maurer regarding the visit of the Romanian delegation to Vietnam and then China that discusses the suggestion that the Democratic Republic of Vietnam begin negotiations simultaneously while fighting, which both the Chinese and Vietnamese rejected, and the proposal that the socialist countries of the world communicate their policies toward Vietnam with each other, which the Vietnamese favored, but the Chinese rejected.

Telegram to V. M. Molotov on Report of the Agency France Press

Telegram from V. Kuznetsov about the French Minister of Foreign Affairs Piné's statement that a conference of the three powers has been called to discuss problems of Indo-China and implementation of Geneva accords. The telegram concludes that a meeting is needed with Piné to demonstrate that the Soviet Union is firmly monitoring any Geneva accord violations.

Report on the Visit to Ethiopia by the Soviet Party-Government Delegation

The Soviet Union along with other socialist countries were invited to Ethiopia to celebrate the fourth anniversary of the Ethiopian revolution. The report discusses Soviet-Ethiopian relations, improvement of the Ethiopian political situation, the arms race, and foreign policy.

CC CPSU Politburo Session nominating Gorbachev for General Secretary after the death of Konstantin Ustinovich Chernenko. Many members of the politburo spoke in favor of Gorbachev for General Secretary. They make a unanimous recommendation to the Plenum of CC CPSU.

Report to I. V. Stalin, Settling Mutual Financial Claims with Iran

Telegram distributed among top Soviet officials regarding ongoing negotiations between Iran and the USSR over financial claims. Agreements have been reached on some smaller claims, but the main Soviet claim for oil and the main Iranian claim for gold both remain an issue. Telegram suggests that the negotiations be recessed, while noting that the Soviet Ministry of Foreign Affairs (MFA) and Ministry of Foreign Trade (MVT) disagree.
