Letter from Frederick H. Boland to Con Cremin (Dublin) (Private and Confidential), New York

The report of Ireland’s permanent representative to the United Nations to his superior, the secretary of the Department of External Affairs, delivers his account of Aiken’s first (failed) attempt to generate support for a resolution in the Thirteenth UN Session. Recognizing the breadth and depth of opposition, he withdrew his draft resolution and instead requested a simple roll call vote in favor of the second paragraph on 31 October – a modest statement acknowledging that an expansion in the number of nuclear weapons states would be harmful to peace and increase obstacles to disarmament. The measure passed with 37 votes and no opposition, although 44 abstentions were recorded. The Soviet bloc supported the maneuver, while Western-aligned countries abstained.  

October 2, 1957

Memorandum by Frank Aiken [on an Interview with Scott McCleod and the Taoiseach]

Aiken made an immediate impression on his arrival in the Twelfth Session of the UN General Assembly in September 1957. He adopted an impartial posture of assessing each issue on its merits and campaigning to remodel international politics around self-determination, humanitarianism, and peace. His exhortation was that only the UN had the moral authority and political legitimacy to put forward global solutions. While he did not propose nuclear disarmament measures specifically, his intent was signaled by his recommendation for a mutual drawback of foreign forces (including their nuclear weapons) in central Europe and his endorsement of a proposal to discuss the representation of China in the United Nations. The Eisenhower administration was hostile to Aiken’s course as outlined in the U.S. ambassador’s audience with Taoiseach Eamon de Valera and Aiken in Dublin on 2 October. The record underlines the Irish concerns about accidental nuclear war due to the proximity of opposing U.S. and Soviet forces in central Europe.

Report of the United Nations Visiting Mission to Spanish Sahara, 1975

Spain first entered the Western Sahara in 1884, but it took its troops five decades to firmly establish control over an area whose borders were drawn by agreements with France between 1886 and 1912. In the 1940s, engineers discovered that the area held important mineral deposits. Early hopes for oil did not quite materialize. Like its northern Moroccan neighbor, however, the West Sahara turned out to be one of the world’s largest sources of phosphate, a key ingredient for fertilizers. Financed by US and French capital, extraction began in the 1950s—the start of a story told in Lino Camprubi’s “Resource Geopolitics: Cold War Technologies, Global Fertilizer, and the Fate of the West Sahara” (2015).

Unlike Morocco, though, the West Sahara did not become independent in the 1950s. At the time, Sahrawis did not quite have a nationalist conscience. They were principally camel-herding nomads organized into fiercely autonomous tribes. It was as such, too, that some fought on Morocco’s side in short clashes with France and Spain in 1956. They were suppressed in 1958 by the Franco-Spanish operation Ouragan. In the selfsame decade, the 1950s, the phosphate mines and the infrastructure around them started affecting the Sahrawis—first socioeconomically. Urbanization began in serious, an industrial labor force grew, and scholarization increased. By the later 1960s, these changes had political knock-on effects, as Tony Hodges has shown in his classic Western Sahara: The Roots of a Desert War (1983). Certain Sahrawis who had progressed to a university degree, some in Morocco, became politically active at home, together with some workers. Sahrawis began to develop a distinct national conscience. While somewhat open to ideas about associating with Mauritania, to the West Sahara’s south, they now sharply turned against Spain. Thus, although Madrid was able to organize some loyalists, in 1973 the Frente Popular para la Liberación de Saguia el-Hamra y Río de Oro (Polisario) was founded, a liberation organization that immediately started a guerilla war backed by Algeria. Sahrawis’ crystallizing national conscience also faced Morocco, which claimed their homeland, arguing it had historically ruled that area. In October 1975, the International Court of Justice (ICJ) in The Hague rejected this claim as irrelevant, asserting the primacy of self-determination.

This verdict mirrored the UN General Assembly’s (UNGA) stance. From 1966, the UNGA had passed several resolutions asserting that the Spanish colony’s fate had to be settled by a popular referendum. This followed established procedure. Thus, in 1960 UN resolution 1514—which the ICJ would cite in 1975—stated that a decolonized area could be attached to another postcolonial state only after its people had been consulted by referendum. Though delaying the referendum, Spain accepted it in principle, and in May 1975 agreed to a UN mission of inquiry.

This mission, whose report constitutes the text here, turned out to be pivotal. It did not simply document Sahrawis’ demand. Rather, its very presence on the ground affected the political reality: it allowed Sahrawis in town after town to publicly and vociferously assert what they in their overwhelming majority wanted: independence. In November, however, the Spanish government made an about-face, weakened by the protracted moribund state of its head, General Francisco Franco (1892-1975; r. from 1939), and impressed by the force of Moroccan King Hassan II’s (1929-1999; r. from 1961) populist mobilization over the West Sahara, to which the UN reacted hesitantly. In return for a 35% share in the biggest West Saharan phosphate mine, Fosbucraa, Spain transferred power to Morocco and Mauritania. The two states divided the West Sahara, and Polisario continued its war. In 1979 Mauritania sued for peace and withdrew from its territory—of which Morocco rather than the Polisario was able to take control, however.

Statement on Palestine by Eldridge Cleaver, Minister of Information, Black Panther Party, International Section, Alger, Algeria, September 18 ,1970

Founded in 1966 in Oakland, California, by college-educated and -socialized Huey Newton (1942-1989) and Bobby Seale (born 1936), the Black Panther Party (BPP) was a particularly influential part of Black Power from the later 1960s to the 1970s in the United States. During its heyday Black Power was quite distinct from the civil rights movement (CRM), which had begun in the 1950s, in terms of its separatist-nationalist aims, its readiness to use arms as a means to that end, and its revolutionary style, which included exercising the right to carry firearms. However, as Nico Slate’s introduction to the edited volume Black Power beyond Borders: The Global Dimensions of the Black Power Movement (2012) stresses, the extent of changes from the CRM to Black Power is a still debated and deeply political issue. Thus, there were political and personnel overlaps between the CRM and Black Power. And regarding the BPP, both it and the CRM were fundamentally focused on African Americans while both also nurtured relationships abroad. This being said, certainly to white Americans the BPP’s Marxist-inspired internationalism was more radical than the CRM’s, and more radical, too, was the anticolonial politics of the BPP’s foreign friends like the Vietcong and the Palestine Liberation Organization (PLO).

Soon after the BPP’s foundation, its leaders started stressing internationalist relationships and linking US black liberation to anticolonialism. They would continue to do so in several stages and places of the BPP’s existence. As Sean Malloy’ Out of Oakland: Black Panther Party Internationalism During the Cold War (2017) in general and in particular Michael Fischman’s Black Power and Palestine (2018) show, it was already in 1967 that the Palestinian cause started interesting BPP members, when all were still in the United States. After the Arab-Israeli War of June 1967, the influence and visibility of the political-military organization Fatah—officially founded in 1959 and led by Yasser Arafat (1929-2004) who in 1969 took over the PLO—rose fast. BPP members identified with Fatah/PLO fighters’ bravery and long odds more than with perhaps any other non-US anticolonial cause.

This recognition soon turned into a relationship in the United States with PLO representatives and with Arab American organizations. The relationship deepened in 1969. That year, Eldridge Cleaver (1935-1998), his wife Kathleen Neal Cleaver (1967-1987), and additional BPP members landed in Algeria after a stay in Cuba, on the run from the US government. In Algiers, they associated inter alia with Fatah/PLO officials. When in September 1970 the Algerian government granted the BPP the status of a liberation organization, it issued the below statement, in English. Its context was the Jordanian army’s attack that month—since called Black September—on the PLO and on Palestinian refugee camps, which forced the PLO to relocate to Lebanon. BPP members in the US and the organ Black Panther used language similar to that of this text. At the selfsame time, however, Newton began invoking Arab-Jewish co-existence. Tellingly, this move mirrored a domestic reorientation of his, away from armed struggle for revolutionary separatism towards social services for black communities and towards electoral participation in order to challenge white racism from within. All this contributed to BPP-internal tensions that, partly due to FBI misinformation, split the party in 1971, with Newton’s faction ending up in control of most BPP assets.

Elaine Mokhtefi, 'Algiers: Third World Capital. Freedom Fighters, Revolutionaries, Black Panthers' (Excerpts)

The author of the book from which the below excerpts are taken, Elaine Mokhtefi née Klein, is a US American of Jewish origin born in 1928 in New York. She became politically involved there in the late 1940s. In 1951, she moved to Paris, where she worked as a translator for various anti-racist and anti-colonial movements. It was in the French capital that she met Algerian independence activists and became involved with the Front de Libération Nationale (FLN), which was founded in November 1954 and started Algeria’s independence war. She participated in the 1958 All-African People’s Conference in Ghana (for which see also the entry on Frantz Fanon’s FLN speech). In 1960-1962, she worked in New York for the FLN. FLN representatives stationed in the United States sought to contact US politicians and officials, and in New York successfully lobbied at the United Nations headquarters during its war against France, as Matthew Connelly showed inA Diplomatic Revolution: Algeria’s Fight for Independence and the Origins of the Post-Cold War Era (2002). Moreover, already at this time the FLN was deeply involved with various other anticolonial liberation movements, as Mokhtefi’s fascinating book illustrates. When Algeria became independent, in 1962, she moved there. She worked in various official capacities, inter alia for the Algeria Press Service. And due to her New York experience and command of English, she often was asked to work with representatives of foreign independence movements, including the US Black Panther Party (BPP), whose presence in Algeria in 1969 and its effect on the BPP’s take on the Arab-Israeli conflict has been studied in Michael Fischbach’s Black Power and Palestine: Transnational Countries of Color (2018). Many such movements were assisted by the Algerian government, which saw itself as a player in multiple overlapping anticolonial and postcolonial frameworks, including African unity, Arab unity, Afro-Asianism, and Third Worldism, as Jeffrey Byrnes has shown in his Mecca of Revolution: Algeria, Decolonization, and the Third World Order (2016). Mokhtefi was for political reasons forced to leave Algeria in 1974, accompanied by her Algerian husband, the former FLN member Mokhtar Mokhtefi. They settled in Paris, and in 1994 moved to New York.

Enrico Mattei, 'On the Decolonization of States and of the Economy'

This is the English translation of the translation, into Italian, of a French speech that Enrico Mattei (1906-1962) held in Tunisia in 1960 while negotiating an agreement in his function as the 1953 founder and director of Italy’s Ente Nazionale Idrocarburi (ENI)—a conglomerate that managed Italy’s energy needs and led Italy’s energy foreign policy, pleasing many citizens but displeasing some high-ranking officials.

Already in the 1950s Mattei openly supported independence movements, also French Algeria’s. Moreover, he was a sharp Western critic of the world’s dominant oil companies, British Petroleum (until 1954, Anglo-Iranian Oil Company), Royal Dutch Shell, and the five US firms Standard Oil Company of California, Gulf Oil, Texaco, Standard Oil Company of New Jersey, and Standard Oil Company of New York, who in various combinations enjoyed oil monopolies in Saudi Arabia, Iran, and Iraq. He talked of Anglo-Saxon oil imperialism and in the 1950s coined the moniker the “Seven Sisters”—after the seven Pleiades sisters of Greek mythology—for those companies, leaving out the Compagnie Française des Pétroles that formed part of Iran’s and Iraq’s consortium, too. Unable to break into these two consortia or into the Saudi one, he succeeded to circumvent the Iranian one, which had been midwifed by the US government a year after the 1953 CIA-led coup d’Etat against Prime Minister Muhammad Musaddiq, who in 1951 had nationalized Iran’s oil.

In 1957 Mattei and Iran’s monarch, Muhammad Reza Shah Pahlavi (1919-1980; r. 1941-1979), cut a deal whose profit terms—75-percent for Iran, 25-percent for ENI—undercut the Iranian consortium’s 50-50 terms. The US government did not oppose the deal, hoping it would buoy the shah’s popularity and hence stabilize a Cold War client bordering the Soviet Union. When in 1959 Mattei signed an oil deal with the Soviet Union, he again shocked the consortia and now also Washington: for dealing with the Soviets, and because they sold oil for less than the consortia. (This deal was a contributing factor to a price cut by the large US companies in July 1960, which angered oil producing countries and triggered the birth, in September, of the Organization of the Petroleum Producing Countries, or OPEC, a project discussed from 1959 by Arabs including the Saudi Abdallah al-Tariqi.) In 1958 and 1960, Mattei negotiated deals inter alia with two minor Arab oil producers, Morocco and Tunisia, respectively. Moreover, he entertained contacts with the Algerian Front de Libération Nationale. In 1962 he died in an airplane crash that in 1997 was ruled to have been caused by a bomb—perpetrators unknown.

Contribution of Algeria to the Construction of Africa

Born on the Caribbean island of Martinique, a French colony, Frantz Fanon (1925-1961) fought with the Free French Army in 1943-1944 in North Africa and Europe. In 1945, he was repatriated. After shortly working for Aimé Césaire (1913-2008), a famous politician and author who helped found the négritude movement in Francophone literature, he moved to France to study psychiatry. In 1952 he wrote the first text that would make him a worldwide leading postcolonial thinker; originally his dissertation, Peau noire, masques blanches (Black Skin, White Masks) analyzed colonial conditions’ mental effects on colonized subjects. (Another text, for which he would become even more famous, was the 1961 Les Damnés de la Terre [The Wretched of the Earth].)

In 1953, Fanon agreed to become the head of the psychiatric hospital at Blida-Joinville, in French Algeria, for principally professional reasons—but got involved with Algeria’s Front de Libération Nationale (FLN) mere months after it started the war of independence in November 1954. His hospital treated both FLN fighters and Frenchmen and -women, including security personnel whose violent counter-insurgency work, including torture, had destabilized them. In 1956 he resigned, and in early 1957 fled to neighboring Tunisia, which had become independent in 1956. Moving up the FLN’s civilian command structure, he helped run its principal organ, El Moudjahid, and in 1958 became the ambassador to Ghana of the FLN’s Provisional Algerian Government.

In 1957 Ghana had become the second British African colony, after Sudan, to gain independence. Its leader, Kwame Nkrumah (1909-1972, r. 1952/1957-1966), was a known pan-Africanist who continued efforts reaching back into the late 1800s, including the Fifth Pan-African Congress that he had co-organized in 1945 in Manchester. He believed true independence was possible only if African countries unite their energies. To this effect, his government inter alia organized conferences. The earliest one, the first Conference on Independent African States, took place in Ghana’s capital of Accre in April 1958; Ghanaian, Liberian, Ethiopian, Moroccan, Tunisian, Libyan, Sudanese, and Egyptian/United Arab Republic (UAR) delegates inter alia emphasized that they form one African family, whether they are Arabs or sub-Saharan Africans. Moreover, as Jeffrey Ahlman has shown in “The Algerian Question in Nkrumah’s Ghana, 1958-1960: Debating ‘Violence’ and ‘Non-Violence’ in African Decolonization” (2010), when the FLN arrived at the conference and, with UAR support, asked to be heard and accepted as Algeria’s voice, Nkrumah felt forced to consent. He did so although he was advocating decolonization by nonviolent means, which had worked in Ghana that, unlike French Algeria, was not a settler colony and not unified with the metropole. Differences between the FLN’s approach and Nkrumah’s, which was shared by some other Africans like the Kenyan Tom Mboya (1930-1969), showed also in the December 1958 First All-African People’s Conference (AAPC), to which the FLN was invited.

The text printed here is an English translation of the rendering, in El Moudjahid, of Fanon’s talk, in French, to the AAPC. It framed Algeria’s violentdecolonization experience as the model for Africa. The AAPC indeed was an important landmark in African discussions about the means of decolonization, and it was after this conference that Fanon became influential also outside the FLN.
