National Security Council Report, NSC 158, 'United States Objectives and Actions to Exploit the Unrest in the Satellite States'

Recommendations adopted by the National Security Council at the suggestion of the Psychological Strategy Board on covert actions to be undertaken in the Soviet Satellite States. Authorized by the National Security Council, NSC 158 envisaged aggressive psychological warfare to exploit and heighten the unrest behind the Iron Curtain. The policy was endorsed by President Eisenhower on June 26, 1953.

C.D. Jackson, now assistant to President Eisenhower, urges CIA director Allen Dulles to make contingency plans to exploit future unrest in the Communist world during a perceived “Winter of Discontent.”

CIA-State Department “Summit” Limits Scope of Radio Free Europe

Assistant Secretary of State Edward Barrett reviews Free Europe Committee plans with Allen Dulles and other officials. The State Department vetoes startup of Radio Free Europe Baltic broadcasting on grounds that it would duplicate Voice of America broadcasts and insists that the Crusade for Freedom be toned down. Dulles subsequently rejects the latter point in a handwritten annotation.

CIA Current Intelligence Review Analyzing the Communist 'New Look in East Germany' and 'Recent Unrest in Eastern Europe'

A CIA report discusses new policy modification in East Germany following the East German Uprising. It is reported that measures are being taken by the regime to relieve political and economic tension and to improve the quality of life in East Germany. This includes shifting the some of the production of heavy machinery to the production of consumer goods. The report also reviews details on recent social unrest in Eastern Europe.

Report from A. Grechko and Tarasov in Berlin to N.A. Bulganin, 6:30 p.m.

In the Soviets' view the situation in Berlin was improving as the principal gorvernment buildings were safe and were guarded by Soviet forces. Martial law has been declared in Magdeburg, Leipzig, Dresden, Halle, Goerlitz, and Brandenburg.

June 17, 1953

Report from A. Grechko and Tarasov to N.A. Bulganin, 9:30 p.m.

Soviet forces continued to restore order in Berlin and other cities and towns of the German Democratic Republic. The following numbers of people took part in the demonstrations: up to 15,000 in Magdeburg, up to 1,500 in Brandenburg, up to 1,000 in Oranienburg and Werder, up to 1,000 in Jena, 1,000 in Gera, up to 1,000 in Soemmerda, up to 10,000 in Dresden, up to 2,000 in Leipzig, 20,000 in Goerlitz. According to Soviet data, by 9:00. p.m., Moscow time, 50 people were killed or wounded in Magdeburg during the restoration of order. Three Germans were killed and 17 wounded in Leipzig. There have been no losses on the Soviet forces' side.
