Memorandum of Conversation between Aminitore Fanfani, Prime Minister of the Italian Republic, and the President [John F. Kenndy], 'Modernization of Nuclear Missiles in Italy and the Miditerranean'

Prime Minister Amintore Fanfani’s visit to the U.S. was an opportunity for he and President Kennedy to reach “a meeting of the minds” on the Jupiter-Polaris problem. The two had several conversations during the next two days on East-West relations, NATO nuclear issues, and the developing world, among other topics.  During this conversation, with only the U.S. translator present, Kennedy explained to Fanfani that Polaris/Sergeant missiles as a replacement for Jupiter/Corporals, along with Italian participation in an eventual MLF, should be announced as “whole package” rather than to have “the different points of decision simply leak out, without coherence and possibly at the wrong moment.” He believed that the main elements of the agreement would find “general approval” among most political groupings in Italy. When Fanfani brought up the possibility of announcing the U.S. request on Jupiters and Polaris and then taking it to his government, Kennedy emphasized the need for quick action, adding that it would “not be desirable to allow for prolonged discussion” of the package.

At Fanfani’s request, Kennedy explained the arrangements for Polaris missions in the Mediterranean, which operated out of a base in the Iberian Peninsula (Rota, Spain), and the various options for an MLF, either surface or submarine ships. Such an approach, Kennedy believed, was a way to improve the “position of the West.” Accepting Kennedy’s assertions about the dangers of the Jupiter missiles, Fanfani nevertheless saw a “psychological” problem involving the “prestige and strength” of Italy’s armed forces. Kennedy “indicated lively interest” in Fanfani’s question as to whether the Jupiter bases could be used for “cooperative peaceful space efforts.”

At the meeting’s conclusion, Kennedy “stressed that by the following morning they should be able to combine four or five points into a proposal that would strengthen the Italian and American position within the framework of the Alliance, thus making this meeting a gain in its cohesiveness and hence political strength.”

On October 26, 1962, as the Cuban Missile Crisis is unfolding, U.S. Ambassador G. Frederick Reinhardt replied to a State Department inquiry about possible Italian reactions to withdrawal of the Jupiters, stating that they “would probably be manageable,” but also recommending early consultations with the Italian government if they were to “form part of negotiated settlement.” In particular, Reinhardt suggested offsetting the withdrawal with gestures to appeal to the Italian government’s craving for status, such as (a) presenting the removal as an Italian contribution to the relaxation of East-West tensions, (b) some kind of “big power consultation” between the U.S. and Italy, coupled with assurances on “the presence of Polaris submarines in the Mediterranean,” (c) “public emphasis on Italy’s role in NATO in order to counter-balance loss of value which missiles have for Italy in calling attention to its role and position in alliance,” and (d) a promise to halt further reductions of U.S. military commitments in Italy. In short, Reinhardt saw a phase-out as a possibility but something to be “be very carefully handled.”

The ACRS Working Group Oral History Roundtable

On 3-4 November 2021, on the heels of the 30th anniversary of the 1991 Madrid Conference, the James Martin Center for Nonproliferation Studies (CNS) and the Nuclear Proliferation International History Project (NPIHP) at the Wilson Center hosted a virtual roundtable as part of their 1990s Arms Control and Regional Security (ACRS) Working Group oral history project. The event convened around 20 former ACRS delegates from key regional and extra-regional states for an in-depth exchange on their personal recollections from the ACRS process. In four sessions, which were conducted virtually over two days, participants revisited: the genesis of ACRS; the format and process of the ACRS Working Group; fault lines and inflection points during ACRS; and its successes, failures, and lessons learnt from the process.

A Declaration of the Cherikha-ye Fedai-ye Khalq about the Plan of Imperialism, Zionism, and Other Reactionaries and the Need for the [Middle Eastern] Region’s Revolutionary Forces to Unite (Excerpts)

Iranian leftists like the Constitutional Revolution’s Social Democrats, in 1905-1909, and proper Marxists like the members of the Iranian Communist Party—one of the earliest in the Middle East, founded in 1920, and enjoying considerable standing in the Comintern—never succeeded to capture the state in modern Iran. But as works like Maziar Behrooz’ Rebels with a Cause: The Failure of the Left in Iran (2000) and Stephanie Cronin’s edited volume Reformers and Revolutionaries in Modern Iran (2004) remind us, Marxism was an influential sociopolitical and ideological force in Iran in the 1920s and especially from the 1940s to the 1980s.

Thus, from its birth as a general leftist party in 1941 via its transformation into a properly Marxist party—memorably analyzed in Ervand Abrahamian’s Iran between Two Revolutions (1982)—to its repression after the CIA-led coup d’Etat of 1953, the Tudeh was the most powerful party of mid-century Iran and the biggest of its kind in the Middle East.

Moreover, from the 1950s to the 1960s Muhammad Reza Shah Pahlavi (1919-1980; r. 1941-1979) and his regime saw the remaining Tudehis and 1960s Maoist splinter groups in Iran and in exile as a threat. It was against this political backdrop, too, that some socioeconomic policies like the 1963 land reform picked up long-standing communist demands, though that reform had other roots, too, and sought to neutralize Iran’s land-holding urban upper class. And in early 1971, it was a new Marxist group, the Sazman-e cherikha-ye fada’i-ye khalq-e Iran,The Organization of the Iranian People’s Fada’i Guerillas (OIPFG), that launched an armed struggle against the shah’s regime, a history told in Peyman Vahabzadeh’s A Guerilla Odyssey: Modernization, Secularism, Democracy, and the Fadai Period of National Liberation in Iran, 1971-1979 (2010). The Fada’i-ye Khalq denounced the Tudeh for sitting on its hands, excoriated the Soviet Union and soon also China for accommodating the shah, and forced competitors like the Islamo-Marxist Mujahedin-e Khalq to spring to action as well. Many fada’iyin died an early violent death.

Even so, several ones wrote influential theoretical texts while in prison, like Bizhan Jazani (1937-1975), or in the underground, like Amir Parviz Puyan (1947-1971) and Mas‘ud Ahmadzadeh (1947-1972). Although hailing from two different groups that had been active before early 1971 and then joined to form the Fada’i-ye Khalq, they had much in common. Thus, they welcomed Cuban, Chinese, and Vietnamese armed revolutionary experiences, but never saw them as simple models to emulate. They had contacts with the leftist Popular Front for the Liberation of Palestine, a story and whose long aftermath is analyzed in Naghmeh Sohrabi’s “Remembering the Palestine Group: Friendship, Global Activism, and the Iranian Revolution” (2019). And partly drawing on Regis Debray and Latin American urban guerilla theorists, they most crucially stressed the need for a self-sacrificing vanguard that attacks the state to shatter workers’ lethargy. (As this did not happen, by 1975 some fada’is split and turned to political agitation; some even joined the Tudeh.)

At the same time, there were disagreements, too. Perhaps key was the nature of the US-Iranian relationship. Ahmadzadeh saw the shah as a US puppet pure and simple, whereas Jazani though he had considerable autonomy while under US control. In this regard, the text produced here hews closely to the Ahmadzadeh line, which was dominant at the time of publication, in 1973. The text is an English translation of a Persian text published in the (obviously prohibited) fada’i publication Nabard-e Khalq; it did not have a byline. The text is of interest in this collection not only because of its systemic reference to US imperialism but also because of its region-wide perspective.

Die äussere Politik der Woche (The Lausanne Peace Treaty)

By the late nineteenth century, Germany replaced Britain as the modern Ottoman Empire’s principal European partner. Hence, in 1914 it did not take the Ottoman government long to enter World War I at Germany‘s side, fighting Russia. After Germany‘s defeat, the new government in Berlin in June 1919 accepted the onerous Versailles Treaty. Declaring Germany and its allies the sole responsible parties for the war, it detached territories in Germany‘s east and west, imposed tremendous reparation payments, principally to France, and set strict limits to armed forces and military development (which however were soon bypassed by clandestine cooperation with the Soviets). In the postwar Ottoman Empire / nascent Turkey, developments differed—and were closely followed in Germany. From as early as 1919, especially conservative Germans saw Turkey’s action against the Allies as a model for their country, as Stefan Ihrig‘s Atatürk in the Nazi Imagination (2014) has shown.

A case in point is the text published here, in the elite conservative national daily Neue preussische Zeitung (also Kreuzzeitung), by Otto Hoetzsch (1876-1946), who in 1920-1930 served as a member of parliament for the Deutschnationale Volkspartei, the largest conservative party in the Weimarer Republic (1918-1933). To be sure, the Ottoman/Turkish postwar beginnings were as bleak as Germany‘s. In October 1918, the British-Ottoman Armistice of Mudros demobilized the army, evacuated all non-Anatolian garrisons, and stipulated the Allied occupation of Istanbul and the Straits. And in August 1920, the Treaty of Sèvres, signed by Sultan Mehmet VI but rejected by the subsequently disbanded parliament, affirmed Allied control of the Straits and Istanbul, designated Anatolia’s southwest and center-south as Italian and French influence zones, foresaw a Franco-British-influenced Kurdish state and an Armenian state in present-day eastern Turkey, and gave Thrace and Izmir to Greece, which had invaded western Anatolia in 1919 and was pushing eastwards. But these terms galvanized the Turkish National Movement (TNM), which was begun by Muslim Ottoman officers and notables in post-armistice Anatolia and was galvanized already in 1919 by the Greek invasion. To many Germans’ envy, by September 1922 the TNM was in control of almost all of present-day Turkey, due to its own military and political-diplomatic force, to Greek overreach, and to divergent Allied interests. To replace the Treaty of Sèvres, negotiations ensued from November 1922 with the Allies in the Swiss city of Lausanne. In January 1923, the Turkish and Greek delegations signed the Convention Regarding the Exchange of Greek and Turkish populations (also Lausanne Convention), by which about 1.5 million Greek Orthodox (“Greek”) inhabitants of Anatolia were forcedly exchanged for about 500,000 Muslim (“Turkish”) inhabitants of Greece. And in July 1923, all delegations signed the Treaty of Lausanne. It imposed some conditions on Turkey, including a minority protection regime patterned on earlier League of Nations models for postwar Eastern Europe. But on the whole, it was a great Turkish success. It inter alia internationally recognized the Turkish Republic, returned Istanbul and the Straits to Turkey, abolished the prewar capitulations, and absolved all perpetrators of the anti-Armenian, -Assyrian, and -Orthodox genocide from legal prosecution.

The content of the instructions to be told to the foreign leaders includes discussion of the German problem and Berlin, the problem of disarmament and a halt to nuclear testing, the Near and Middle East, the Far East, and other issues.

Truman's speech to Congress in which he laid the foundations of the Truman Doctrine by stating that the United States would support Greece and Turkey in order to prevent them from under the sway of the Soviet Union. This speech is often cited as the beginning of the Cold War, and US containment policy.
