Meeting of the Planning Commission on Subjects Related to the VIII Consultation Meeting

A collection of Brazilian ambassadors and ministers gather to meet and discuss the impact of Cuba-US relations on the region in preparation for a gathering of Organization of American States (OAS) foreign ministers scheduled for 22-31 January 1962. The government officials’ primary concerns are to manage the impact of the "Cuban problem" on domestic Brazilian politics and to develop an independent line of thought, without jeopardizing its relationship with the US. The officials want to craft an approach for the OAS meeting that will not cause Brazil to become a mediator between hostile parties nor incite Brazilian public opinion in favor of communism.

A conversation between Pinto and Raul Roa discussing denuclearization of Latin America and the dismantling of bases like Guantanamo. Pinto also writes that the denuclearization of Africa was an initiative of Fidel Castro in the UN in 1960, and he praised the Brazilian draft, saying that, with the Cuban amendments, it would be an effective guarantee for Latin America and an important step toward disarmament and the suspension of nuclear tests.

Pinto describes his conversation with the Cuban Minister of External Relations, Raúl Roa, which he says confirmed his impressions that the Cuban government, conscious of the gravity of the situation, is disposed to make concessions to reach a minimal guarantee.

Brazil's embassy in Moscow discusses visits by Novotny, Ulbricht and Gomulka to Moscow and says that there is the impression that the recent international events have created a state of disorientation in the community of socialist countries and that the great challenge of Khrushchev will be to accommodate this state of affairs in the short term.

Pinto transmit a message from President Goulart's personal envoy, General Albino Silva, describing a meeting with Fidel Castro, mostly discussing US evacuation of Guantanamo and the UN inspections of bases on Cuban territory.

An attempt to assure the Secretary of State for External Relations, at Minister Roa's request, of the total falsity of the accusation that, in Cuba, there exists any offensive armament and that Cuba solely desires effective guarantees in respect to its integrity and sovereignty and is ready even to dissolve its Army.
