Bulgarian Communist Party Politburo Member Boris Velchev, Report to Boris N. Ponomarev, Secretary, Central Committee, Communist Party of the Soviet Union (CPSU), re: Relations with Latin America

Bulgarian Politburo member Boris Velchin reports on a Bulgarian delegation visit to Latin American in late 1969. Liberation movements are characterized by mass participation against imperialism, not socialism. Latin American communist parties have a strong theoretical base, but are weak. Velchev proposes that socialist countries create coordinated economic and political strategies towards Latin American countries and aid the populist movements in their quest for liberation from imperialism. Velchin is interested in collaborating with the Soviet Union, which should coordinate the effort.

Information of the Bulgarian Embassy in Havana Regarding the Situation in Cuba in 1963

The Bulgarian Embassy in Havana reports to the Central Committee of the Bulgarian Communist Party and the Bulgarian Ministry of Foreign Affairs on political, economic, and cultural developments in Cuba circa 1963. Cuba is politically united, but is experiencing economic hardship after the “Caribbean Crisis” primarily because of the US embargo. In the report, embassy staff reviews developments between socialist countries and Cuba throughout 1963. Some examples include communist aid to Cuba after Hurricane Flora and Cuba’s stance on Sino-Soviet relations. Bulgaria’s show of solidarity resulted in concrete political, economic, and cultural cooperation. Embassy staff notes the drawbacks and benefits of Bulgaria’s relationship with Cuba.

Top Secret Bulgarian Communist Party Politburo Resolution on Arms Delivery to Cuba

In a report to First Secretary of the Central Committee of the Bulgarian Communist Party, Todor Zhivkov, the Minister of Foreign Trade, Georgi Kumbiliev, reviews Cuba’s need for weapons and credit. Kumbiliev relays a weapons request for Latin American revolutionary movements and an extension of financial assistance to Cuba. Kumbiliev advises Zhivkov to respond to the Cuban government’s requests and consider providing surplus Bulgarian weapons free of charge and extending a 5-year-term loan to Cuba starting 1 Jan 1963.

Minutes of Todor Zhivkov – Raul Castro Meeting in Sofia

Zhivkov lays out his perspective on the place of Bulgaria within the Communist Camp. He also talks about the Balkans and the rift between Bulgaria and Romania. Both leaders discuss the Chinese accusations of Soviet Revisionism. Raul Castro talks about the strength of the communist movements in Latin America and the prospects for successful social revolutions in Venezuela, Chile, Costa Rica, Uruguay, and Brazil.

A proposal from the Minister of Foreign Trade, G. Kambuliev, for the donation to Cuba of 35,000 automatic rifles, recently decommissioned by the Bulgarian military.

Letter to the Secretary of the Central Committee of the Soviet Union, B. N. Ponomarev

A letter describing the state of socialist and communist movements in Latin America with respect to their organized struggle against the imperial influence of the US. The letter indicates that the growth of youth, workers' and women's movements in Latin America is conducive to the development of stronger ties with the socialist countries around the world. The letter suggests that a strategic approach towards Latin America should be adopted in establishing cooperation in all spheres of life: economic, political, and cultural. An emphasis is placed on the gradual development of close relations with Latin American communist parties.
