Ion Gheorghe Maurer and Nicolae CeauÅŸescu of Romania meet with Liu Shaoq, Deng Xiaoping, and other Chinese Communist officials. The Romanians discuss the Sino-Soviet Split, the Council for Mutual Economic Assistance, and the organizing structure of the Warsaw Pact. Maurer expresses frustration with the Soviet Union, referencing the Cuban Missile Crisis and similar "circumstances in which decisions were taken unilaterally, expressing only the Soviet point of view."

Report by Qiao Xiaoguang on a Conversation with Kim Il Sung

Qiao Xiaoguang, the Chinese Ambassador to North Korea, reports to the Central Committee that Kim Il Sung expressed the desire to discuss North Korea's economic development with Mao Zedong and Liu Shaoqi. Kim also states his support for the CCP and the solidarity of the China-DPRK relationship.

Opinions from the Ministry of Foreign Affairs on Receiving the Korean Workers’ Party Delegation

The Chinese Ministry of Foreign Affairs states that the PRC and DPRK share the same views on all the major issues. It wants to prepare a warm reception for the North Korean delegation, headed by Choe Yong-geon, attending the 15th anniversary of the founding of the PRC. A note attached to the bottom of the message suggests that Choe Yong-geon might have a meeting with Liu Shaoqi.

Anastas Mikoyan and Mao Zedong discuss Outer Mongolia, the Sino-Soviet treaty, the situation of the national minorities in China, the economic policy of the CCP, the structure of state power, the head of the Chinese government, the "new situation" and the cadres, the Soviet loan to China, the CCP CC plans for February-March, and the youth movement.

Kovalev reports to Filippov (Stalin) about the conversation Kovalev had with Mao, Zhu De, Zhou Enlai, Liu Shaoqi, and several members of the CCP Politburo. The topics discussed include an appraisal of the work and decisions of the second plenum of the CCP CC, the Soviet loan to China, the military situation in China, the city of Shanghai, and the peace talks between the CCP and Guomindang representatives.
