Chargé d’Affaires ad interim Erzsébet Görög writes a preliminary assessment of Castro’s state visit to the Soviet Union in 1963. Görög reports on improvements in Cuba’s party organization and positive reactions from the Cuban public and media on Castro’s visit. Görög notes different reactions to the visit between the economic/technical and artistic intelligentsia, adding that “Khrushchev managed to win Fidel over to his side in the Soviet-Chinese dispute.” Other topics include emigration and external counter-revolutionary activities.

Embassy, Havana, Report on the State of the Cuban Communist Party

In a report on the Cuban Communist Party, Bulgarian Embassy counselor S. Cohen discusses strengths and concerns with the Cuban goverment. The Cuban revolutionary movement debunked the theory of geographically determined fatalism, but also displays a strong dependence on the Latin American liberation movement (e.g. Jose Mari, Simon Bolivar) for inspiration instead of socialist principles. Cohen reports negative developments including the Cuban government’s growing ambition to rule the Third World revolutionary movement and strong belief in the Cuban armed struggle as a template for all national liberation movements. The Cuban delegation strongly endorsed armed struggle as the only means of socialist advancement at the Tricontinental Conference recently held in Havana. Bulgaria must remain close with the Cuban government to help it develop economically and mature politically.

A conversation between China’s Ambassador to Cuba Shen Jian and Cuban Finance Minister Ernesto “Che” Guevara. They discuss the situation of the Cuban economy given recent U.S. blockades, as well as the various situations in other countries like Yugoslavia, Argentina and Guatemala.

A report on the meeting between Huang Wenyou and Joaquin Ordoqui. They discuss two main issues: the fact that the oil supply and general economic conditions in Cuba are tough, but the Cuban people still remain positive; and the American mobilization for invasion and war against Cuba, especially given the fact that Kennedy recently took a hard line against Cuba in a meeting with Gromyko (a Soviet official).

Zhang informed Jeong Pung-gye of the details of the fighting along the Sino-Indian border as well as expressed support for Cuba regarding the Cuban Missile Crisis.
