Dimo Dichev, Head of the Central Committee of the Bulgarian Communist Party's Foreign Policy and International Relations Department, reports on North Korea's responses to the 22nd Congress of the Soviet Union.

Todor Zhivkov reports his impressions of his recent visit to Cuba. The report is a rough outline of topics ranging from advancements in the Cuban revolution since 1959 to prospective ways to improve Bulgarian-Cuban relations. In the report Zhivkov presents his assessment of the Cuban Communist Party congress. Party documents show a maturing understanding of Marxism-Leninism and a new clarity in the Cuban Communist Party as a whole. Zhivkov’s report includes examples of Cuba’s self-criticism and Zhivkov’s own criticism of Cuba’s leadership. Some topics of discussion include: cultural and economic specialist exchanges, the price of sugar, Cuba’s increased collaboration with Soviet Union and other socialist nations, and economic subsidies and aid.

Bulgarian Politburo member Boris Velchin reports on a Bulgarian delegation visit to Latin American in late 1969. Liberation movements are characterized by mass participation against imperialism, not socialism. Latin American communist parties have a strong theoretical base, but are weak. Velchev proposes that socialist countries create coordinated economic and political strategies towards Latin American countries and aid the populist movements in their quest for liberation from imperialism. Velchin is interested in collaborating with the Soviet Union, which should coordinate the effort.

Bulgarian Ambassador to Cuba Stefan Petrov analyzes Cuba’s domestic and foreign policies in an informational report to Bulgarian leader Todor Zhivkov. Petrov criticizes Cuban Communist Party policies and claims they are incompatible with Marxism-Leninism (e.g. Cuba’s focus on conflict between imperialism and national liberation rather than socialism and capitalism). Cuba has adopted an anti-Soviet attitude and believes Cuban leadership is the vanguard of communism. Petrov reviews Cuba’s conflicting relations with Latin American communist parties and Cuba's support to guerilla movements in the region. Petrov notes that Bulgarian-Cuban relations remain positive.

Resolution of the Bulgarian Communist Party to establish diplomatic relations with Cuba. A report is presented which describes current Cuban economic and trade relations with the Soviet Union, as well as Poland and Czechoslovakia.

UN Representative Milko Tarabanov reported to the Bulgarian Communist Party Politburo recent developments of the Conference of the Eighteen-Nation Committee on Disarmament. The report summarizes the conference's work from November 1962-December 1962, the period following the Cuban Missile Crisis. Tarabanov reports that Western powers put forward two draft agreements calling for the cessation of nuclear tests in the atmosphere, under water and in outer space, and underground--the proposals were debated during the 17th United Nations session.

The Cubam Missile Crisis occurred during the conference's session. Main issues discussed after Cuban Missile Crisis included: suspension of nuclear tests, Soviet Foreign Minister Andrei Gromyko's proposal at the 17th session of the UN, ways to measure nuclear weapons testing, and military alliances (NATO).

Tarabanov also addresses the inter workings of conference members--Western, socialist, and neutral--including disagreements among Western powers. In summary Tarabanov adds that the prospect for cessation of nuclear tests is poor, but notes that the US may consider closing military bases, though not under pressure of the Soviet Union or neutral countries.

With this decision, the Secretariat of the Central Committee of the Bulgarian Communist Party approves the official visit by Foreign Minister Petar Mladenov to China from 4-11 November 1989.

This decision of the Politburo of the Bulgarian Communist Party (BCP) refers to specific measures to be undertaken by Bulgaria's ideological and propagandistic organs in publicly condemning Maoism as an ideology contrary to the theory and practice of Socialism and Marxism-Leninism. Among these measures are the commissioning of publications, media reports, and lectures at institutions of higher education in order to excoriate Chinese foreign policy for its attacks on the Soviet Union and the other European Socialist countries.

Zhivkov lays out his perspective on the place of Bulgaria within the Communist Camp. He also talks about the Balkans and the rift between Bulgaria and Romania. Both leaders discuss the Chinese accusations of Soviet Revisionism. Raul Castro talks about the strength of the communist movements in Latin America and the prospects for successful social revolutions in Venezuela, Chile, Costa Rica, Uruguay, and Brazil.

The two leaders talk about Vietnam, the Arab-Israeli conflict, and the situation in Europe.
