Kudryavtsev informs Fidel Castro of the results of the Yugoslav State Secretary for Foreign Affairs' visit in Moscow.

Fidel Castro expresses his desire for Cuba--US diplomatic relations to resume and asks Kudryavtsev for Soviet support at the UN Security Council in countering American aggression. Castro asks Kuydryavstev to ascertain the Soviet opinion on Cuba's participation in a conference of neutral countries organized by Yugoslavia and the UAR.

Hungarian Ambassador to Cuba János Beck reports talks held between Cuba and the United States. US lawyer James Donovan has meet with Fidel Castro to discuss prisoner exchanges. Castro and Donovan also have discussed steps to normalize Cuban-American relations, without success. Beck repeats a claim that the Cubans are interacting with the US to have leverage over the Soviet Union.

János Beck reports on his conversation with Yugoslav ambassador to Havana, Boško Vidaković. Vidaković notes an increased interest in Yugoslav socialism among Castro supporters. Previously Cuban officials rebuffed Vidaković. Vidaković believes the change is prompted by Cuba’s difficult economic and political situation, in which the latter includes organizational and leadership strife.

In a secret supplement to information from the VIII Congress of the People's Socialist Party, Bulgarian delegates Abramov and Tellalov summarize answers that Blas Roca, the Cuban delegation head, provided the congress. Roca claimed that socialism is the end goal of the revolution, but it is not publicly discussed. He explained the Communist party's involvement in the revolution and July 26th Movement. Abramov and Tellalov also describe the reestablishment of relations and disagreements between Cuba and Yugoslavia, including discussions about weapons. Fidel Castro met with socialist country representatives and described Cuba's plans to nationalize enterprises, particularly American. During the congress Castro described the evolution of the July 26th Movement and the consolidation of Communism in Cuba. Abramov and Tellalov endorse Castro's leadership and review the Cuban military's strengths and weaknesses. There is a brief mention Sino-Soviet relations.

Ceauşescu was sent in the USSR by Gheorghe Gheorghiu-Dej to establish a meeting between Gheorghe Gheorghiu-Dej and Nikita Khrushchev. During the meeting, Nikita Khrushchev said to Nicolae Ceauşescu: “By sending missiles to Cuba, we ourselves put our head in a bind. I know comrade Gheorghiu-Dej was upset that I had not informed about sending missiles to Cuba. And he has been rightly upset."

Representatives from Brazil and Yugoslavia discuss the Brazilian proposal to the United Nations (1) denuclearization of Latin America, 2) Cuba will not interfere politically with its neighbors, and 3) guaranteed sovereignty for Cuba), about various leader's opinions on the resolution and about the difficulty that might be involved in the implementation of these policies.
