This document describes the overall regional environments in Latin America after the Cuban Missile Crisis (1960s)

The Cuban Foreign Minister addressed the following issues in a talk: Cuban-Uruguay relations, Cuban-Mexican relations, Asian-African-Western European relations, Cuban-Soviet-US negotiations in UN, anti-imperialism and anti-revisionism, and the Cuban Embassy's work in China.

During a trip from Orneta to Katowice, Raul Castro and Zenon Kliszko had conversation on the following topics: (1) assessment of the position of the Italian Communist Party, (2)assessment of the position of the Romanian Workers’ Party, (3) the UPSR and other Communist Parties in Asia, and (4) the Matter of a Former Member of the National Leadership UPSR – J. Ordoqui. For the Polish side, the program of the Italian Communist Party is not clear, particularly with regard to the question of establishing a uniform workers’ party.

A visit of Soviet Premier Alexei Kosygin from 26-30 June 1967 prompts this report from the Mexican Embassy in Havanna to the Secretary of Foreign Relations in Mexico City. They discuss: the position assumed by the Cuban Government and Communist Party in relation to Latin America, the Middle East and Vietnam, the internal administration of Cuba and the political operation in Cuba.

The UN inspection team for the supervision of the dismantling of the Soviet bases was to be made up of representatives from Sweden, Mexico and Switzerland. Switzerland feels uncomfortable with being included in the mandate, due to their representation of American interests in Cuba.

An official of the Brazilian Embassy in Mexico describes a meeting with the under-Secretary of External Relations, who communicated his conviction that the the United States is not disposed to negotiate on the Cuban question and has decided to intervene militarily on the island, since it is persuaded that the military and political base that has been established by the USSR disturbs the world equilibrium between the two blocs.

A report of the meeting between OAS officials and the descisions that were made regarding the Cuban crisis. Secretary Martin puts forward that, soon, there will be fully disseminated, to convince Latin American public opinion of the gravity of the threat, photographs of the remote-controlled missiles in Cuba.
